The Democratic Party Proposes Party Bill to Foster Future Industries Including AI and Biotechnology Development

Growing Importance of Expanding Support for New Food Industry

On the 17th, the People Power Party proposed the 민생공감 531 'Future Industry Promotion' bills as a party resolution, covering developments in artificial intelligence (AI)·content, biotechnology·digital, and more.


Representative Park Dae-chul of the People Power Party and Representative Go Dong-jin, chairman of the AI Semiconductor Special Committee, submitted four bills related to future industry promotion to the National Assembly's legislative affairs office that morning. Previously, on the 31st of last month, the People Power Party had prepared 31 bills across five sectors related to public livelihood at the 22nd National Assembly members' workshop.


The bills submitted by Representatives Park and Go on this day include four laws concerning AI, the content industry, biotechnology promotion, and digital inclusion.


First, the People Power Party explained the legislative intent that, as AI expands into all industries and its performance advances dramatically, the whole world is paying attention to its potential benefits and risks, so Korea must promptly enact the Act on the Development of Artificial Intelligence and the Establishment of a Trust-Based System (led by Representative Jeong Jeom-sik).


Additionally, Representative Go stated in the partial amendment bill to the Content Industry Promotion Act, which he led, that "the government should prepare policies related to revitalizing the content industry using new technologies such as the metaverse and artificial intelligence, to respond to the rapidly changing market environment and foster capabilities in content production utilizing new technologies."

Representative Go also led the enactment of the Digital Inclusion Act, emphasizing the need to establish systematic support foundations so that all citizens can effectively utilize digital technologies and to institutionalize such support.


Furthermore, the People Power Party judged that alongside AI and digital, the focused promotion of biotechnology, known as the 'Next Semiconductor,' must be expedited, and thus proposed a partial amendment bill to the Biotechnology Promotion Act as a party resolution.


Representative Park, the lead proposer, stated, "With the emergence of new biotechnology in the bio sector recently, the importance of discovering promising technologies and expanding support has increased. It is necessary to revise systems and regulations to reflect the latest technological developments and environmental changes in the law." He added, "The bill newly includes provisions to designate and support future promising bio-technologies, expand investments, and support commercialization and standardization."
