Yongin City Delivers Residents' Compensation and Other Requests to Implementers

The 'Yongin Advanced System Semiconductor Cluster National Industrial Complex,' spanning 7.28 million square meters in the areas of Idong and Namsa-eup, Cheoin-gu, Yongin-si, Gyeonggi-do, will receive approval for the industrial complex plan and proceed with land compensation next year, with construction set to begin in 2026.

According to Yongin City on the 12th, the Korea Land and Housing Corporation (LH), the project implementer, explained this plan at a joint public hearing on the advanced system semiconductor industrial complex plan held the previous day at the Idong-eup Administrative Welfare Center in Cheoin-gu.


The joint public hearing, co-hosted by the Ministry of Land, Infrastructure and Transport, LH, and Yongin City, was presided over by Professor Lee Sang-moon of the Department of Urban Engineering at Hyupsung University, with about 250 attendees. The hearing was originally scheduled for the 21st of last month but was postponed once before being held on this day.


At the hearing, explanations were given regarding the industrial complex overview and environmental impact assessment, traffic impact assessment, and disaster impact assessment related to the development. An LH official stated, "We applied for approval of the industrial complex plan in April this year and are currently undergoing administrative procedures such as collecting residents' opinions, coordinating with related departments, and conducting various impact assessments including environmental impact assessments." He added, "Once the industrial complex plan is approved in 2025, we will begin land compensation procedures and start the industrial complex site development construction in 2026." LH has set the completion date for the construction as 2031.


Residents of Idong-eup raised demands at the hearing including ▲measures to address traffic congestion on National Road No. 45 and other roads ▲detailed explanations about nuisance facilities such as power plants, waste treatment facilities, and sewage treatment plants ▲disclosure of information on chemical emissions used in semiconductor processes. Residents of Namsa-eup inquired about ▲the progress of practical consultations on the rural road Changdong Line project ▲the appropriateness of prior explanations of the environmental impact assessment report ▲the reasons for excluding areas such as the Shinsegae Human Resources Development Center and Kkotmaeul Complex from the district boundary decisions.


Additionally, residents requested ▲preservation of clan land and burial grounds ▲prompt and sufficient compensation ▲compensation for agricultural damage caused by discharged water ▲establishment of separate measures for relocating companies.


A city official stated, "We will actively review the residents' opinions raised at the public hearing through consultations and transparently share information about the national industrial complex development project."


Meanwhile, upon completion of the advanced system semiconductor industrial complex, six production lines (Fabs) for semiconductor manufacturing by Samsung Electronics will be constructed here, and companies related to semiconductor industry materials, parts, equipment, and design will move in.
