Measures Include Heatwave, Flood Control, Safety, and Health Sectors
Rapid Response Led by Disaster Safety Headquarters and Heatwave Countermeasures Headquarters
Geumcheon-gu (Mayor Yu Seong-hoon) will operate a 'Comprehensive Summer Measures' for five months until October 15 to ensure the safety and healthy summer of residents.
According to the Korea Meteorological Administration, this year's temperature is expected to be higher than average, and precipitation is expected to be similar to the average, but with significant regional variations and occasional heavy rainfall.
In preparation for the full summer season, the district will proactively respond to disasters caused by abnormal weather such as heatwaves and heavy rains by implementing detailed measures focused on four areas: heatwave, flood control, safety, and health.
First, to prepare for heatwaves, a heatwave response team centered on five departments including the Resident Safety Division will be formed to monitor heatwave-related situations in real time. When a special weather report is issued due to high temperatures, the team will switch to a heatwave response headquarters and promptly respond to damages through close cooperation with related organizations.
To prepare for heatwaves, a total of 97 shade shelters will be operated at major crosswalks and traffic islands. Additionally, 73 multi-use facilities frequently used by residents, such as senior centers, welfare facilities, and public facilities, will be designated and operated as cooling shelters.
To prepare for wind and flood disasters, the district operates a Wind and Flood Safety Countermeasures Headquarters composed of 13 task forces and 87 members, maintaining a step-by-step emergency duty system and leading efforts to prevent and recover from flood damage.
A flood warning and alert system is implemented to monitor flood-prone areas such as low-lying roads and residential areas in real time, sending disaster messages to quickly inform related agencies such as police and fire departments as well as residents. Additionally, 20 access control facilities are installed at Anyangcheon Stream, and 33 river control broadcasting devices are installed to respond to safety accidents.
For 988 households with a history of flooding last year, one care official is assigned per household, and for 60 disaster-vulnerable households such as severely disabled residents living in semi-basements, one care official and about four accompanying partners are assigned per household for focused management during flood warnings and alerts. The accompanying partners consist of neighborhood leaders or nearby residents.
Full efforts are also made in the 'safety' sector, including safety inspections of facilities to prevent major disasters during the summer. Intensive inspections are strengthened for 276 disaster-vulnerable facilities such as major construction sites, multi-use facilities, and energy supply facilities, and rapid repair and reinforcement measures are taken for major risk factors to prepare for safety accidents.
As a health measure, an infectious disease surveillance system is activated to prepare for Legionellosis, foodborne infectious diseases, and mosquito-borne infectious diseases. A 24-hour emergency contact system is maintained, and immediate action is taken in case of unusual situations. Intensive insecticide spraying is conducted at major mosquito breeding sites, and 101 pest control devices such as insect traps are operated.
In addition, food poisoning prevention consulting is promoted targeting restaurants handling foods with a high risk of food poisoning during the summer, and the distribution management of agricultural, fishery, and livestock products is inspected to ensure the safety of residents' food.
