Daegu City Council Begins 18-Day Regular Session... 28 Agenda Items to Be Reviewed and Second Half Chairman to Be Elected

The Daegu Metropolitan Council (Chairman Lee Man-kyu) will hold its 309th regular session for 18 days from the 10th to the 27th, during which it will review 28 agenda items including the approval of the 2023 fiscal year Daegu City settlement (draft) and the enactment and revision of ordinances, conduct site visits, and elect the chair and standing committee chairpersons who will lead the second half of the 9th council.


During this session, the Daegu Metropolitan Council will deliberate a total of 28 items, including 5 budget and settlement bills, 18 ordinance enactments and amendments, and 5 consent bills.

The ordinances to be reviewed include the partial amendment to the Daegu City Integrated Fiscal Stabilization Fund Ordinance (proposed by Representative Ryu Jong-woo, Buk-gu 1), the Daegu City Street Art Promotion Support Ordinance (proposed by Representative Kim Jae-woo, Dong-gu 1), the partial amendment to the Daegu City Museum and Art Gallery Promotion Ordinance (proposed by Representative Jung Il-gyun, Suseong-gu 1), the Daegu City Indoor Air Quality Management Ordinance (proposed by Representative Park Jong-pil, Proportional Representation), the Daegu City Artificial Intelligence Convergence Industry Promotion and Support Ordinance (proposed by Representative Cho Kyung-gu, Suseong-gu 2), and the Daegu City Collective Building Management Ordinance (proposed by Representative Park So-young, Dong-gu 2).


In addition, various ordinances proposed by council members are included, such as the partial amendment to the Daegu City Building Management Ordinance (proposed by Representative Son Han-guk, Dalseong-gun 3), the repeal of the Daegu City Building Demolition Safety Management Support Ordinance (proposed by Representative Yoon Young-ae, Nam-gu 2), the Daegu Metropolitan Office of Education School Complex Facility Installation and Operation Ordinance (proposed by Representative Lee Dong-wook, Buk-gu 5), and the Daegu Metropolitan Office of Education Safe Boarding and Alighting Turnaround Construction Support Ordinance (proposed by Representative Jeon Kyung-won, Suseong-gu 4).


The first plenary session, to be held at 10 a.m. on the 10th, will begin with the opening ceremony and proceed to vote on various agenda items necessary for the operation of the session. From the 11th to the 23rd, each standing committee will review the agenda items and visit various administrative sites to listen directly to citizens and field voices, thoroughly examining the progress of municipal administration.


On the 20th and 21st, the Special Committee on Budget and Accounts (Chairperson Lee Jae-sook) will be convened to review the "2023 Fiscal Year Settlement and Reserve Fund Expenditure Approval" for Daegu City and the Office of Education, as well as the "2024 First Supplementary Budget Bill" under the jurisdiction of the Daegu Metropolitan Office of Education.


Last year's settlement amounted to 10.3828 trillion KRW for Daegu City and 4.064 trillion KRW for the Office of Education in terms of expenditures. The Special Committee on Budget and Accounts plans to thoroughly review the appropriateness of financial management for both Daegu City and the Office of Education.


At the second plenary session on the 24th at 10 a.m., after two five-minute free speeches?one urging Daegu City's countermeasures for price stabilization (by Representative Ryu Jong-woo, Buk-gu 1) and another on the low birth rate issue, encouraging Daegu City to become a "game changer" and turn crisis into opportunity (by Representative Lee Sung-oh, Suseong-gu 3)?the council will process agenda items that have passed each standing committee's review.


At the third plenary session on the 25th at 10 a.m., the council will elect the chair and vice-chair who will lead the second half of the council. On the 26th, at the fourth plenary session, standing committee chairpersons will be elected, and on the 27th, at the fifth plenary session, the Operating Committee chairperson will be elected, thereby concluding the 18-day session schedule.
