Reducing Civil Complaint Processing Time and Providing Comprehensive Administrative Services
Gwangyang City in Jeollanam-do announced through the Gwangyang City website its policy on the ‘Subdivision of Jungma-dong for the Improvement of Residents' Welfare’ and stated that it will collect various opinions from citizens until the 30th of this month.
Jungma-dong was established in 1989 when the Gwangyang District Branch Office was promoted to Donggwangyang City, integrating two legal dongs, Jung-dong and Ma-dong, into one administrative dong.
As of last month, the population of Jungma-dong was 57,691, ranking 30th among 2,113 administrative dongs nationwide. The number of residents per civil servant is about twice the national average of 1,122, at 2,185.
Due to the high demand for various administrative services in Jungma-dong, the time required to process civil complaints has increased. Additionally, the jurisdictional area is about twice as large as the average administrative dong nationwide, causing difficulties in promoting visiting welfare services and making it challenging for administrative power to be thoroughly applied.
Therefore, the city plans to subdivide Jungma-dong into two administrative dongs with appropriate population sizes and jurisdictional areas to improve administrative efficiency and increase resident satisfaction.
The advantages of subdivision are expected to include improved administrative efficiency due to appropriate population and jurisdictional area, reduced number of residents per civil servant leading to shorter complaint processing times, improved accessibility to government offices through the construction of additional dong offices, and resolution of discrepancies between administrative dong boundaries and local council electoral districts.
Along with the subdivision, the city plans to adjust the irregularly set boundaries between Jung-dong and Ma-dong based on major roads and living zones, clearly defining administrative district boundaries that residents have found difficult to distinguish until now.
After collecting opinions, the city will establish a promotion plan and hold a residents’ briefing session regarding the administrative district boundaries of Jung-dong and Ma-dong.
Following this, the city plans to revise the ordinance next year and commence construction of the new government building.
Jung In-hwa, Mayor of Gwangyang City, said, “The subdivision of Jungma-dong is expected to greatly contribute to improving administrative efficiency and enhancing resident convenience,” adding, “We will actively respond to the administrative demands of citizens in preparation for the city’s population increase for two consecutive years.”
