Agreement Signed Among Time-Selective Union and Participating Unions in Administrative Collective Bargaining

The National Time-Selective Public Officials Labor Union (Chairperson Jeong Seong-hye) signed an agreement on the distribution of chief negotiators among unions participating in the 2023 administrative collective bargaining at 1 PM on the 30th.


The 2023 administrative collective bargaining is a negotiation with the government regarding the improvement of working conditions for national public officials. After submitting the administrative bargaining demands to the Ministry of Personnel Management on October 12, 2023, seven unions participating in the bargaining held five meetings over six months and finalized the appointment of 10 chief negotiators.


In the administrative collective bargaining agenda, the Time-Selective Union proposed integrating time-selective hired public officials with time-selective converted public officials, and to improve the working conditions of lower-level public officials whose turnover rate is increasing, they submitted demands including ▲ shortening the period for seniority promotion ▲ resolving personnel stagnation for grade 6 and below and minority job series ▲ paying 100% of monthly salary as holiday leave allowance ▲ increasing fixed meal allowance by 160,000 KRW ▲ expanding the childcare leave usage period to children under 11 years old.


Chairperson Jeong Seong-hye stated, “Although the Time-Selective Union is a small organization, it has the strength to represent diverse voices as various job series work in 45 central administrative agencies. If this negotiation is successfully promoted amid the situation where lower-level public officials are leaving public service, it will be a significant step toward change in the public sector.”


On this day, Chairperson Jeong Seong-hye and Secretary-General Kim Hwang-woo attended on behalf of the Time-Selective Union.
