Crisis Management for Welfare Recipients Outside Legal Criteria Such as Basic Livelihood Security Application Rejection or Suspension
Gwangjin-gu (District Mayor Kim Kyung-ho) is taking the lead in public-private cooperation to help hidden vulnerable households through the "Hope 365 Days, Embrace 36.5℃" project.
This project was selected as the only district in Seoul among autonomous districts by applying for the Ministry of the Interior and Safety's "Eup/Myeon/Dong Smart Welfare Safety Service Development Support Project Contest" in the category of strengthening connections with local welfare resources.
Focusing on individuals who do not meet the legal criteria, such as those who have been rejected or discontinued from basic livelihood security applications but still need assistance, integrated case managers, welfare planners, and welfare center staff jointly share information and provide customized services.
Public and private sectors conduct joint home visits and consultations to proactively identify potential risk groups, prioritizing the connection of local welfare resources according to the welfare needs and risk levels of the individuals. Depending on the situation of those who do not receive benefits from other resources, support is provided for medical expenses, living support costs, and education and training expenses to help stabilize their lives, while continuous monitoring carefully checks for recurrence of crisis situations.
Kim Kyung-ho, Mayor of Gwangjin-gu, said, "We will actively work together in public-private cooperation to discover potential vulnerable households and connect welfare resources," adding, "Through continuous case management, we will do our best to eliminate welfare blind spots so that no one is left behind."
