Expectations for Revitalizing the Opening of School Sports Facilities

Yongsan-gu, Seoul (District Mayor Park Hee-young) and the Seoul Metropolitan Office of Education (Superintendent Cho Hee-yeon) announced on the 30th that they signed a business agreement for the School Manager pilot project at Yongsan-gu Office.
The School Manager project refers to the support provided by the district to allocate personnel to manage and open school gymnasiums and playgrounds to residents on Saturdays and Sundays when there are no classes.
School Managers are responsible for ▲ verifying the identity of school facility reservation users ▲ controlling access of outsiders ▲ supervising user activities and ensuring safety to prevent accidents ▲ inspecting and cleaning facilities after opening hours, with one manager assigned per school.
According to the agreement, the district will handle the recruitment and dispatch of School Managers and subscribe to facility (structure) liability insurance, while the Office of Education will share related funding (50-50) and encourage school participation. Participating schools will receive a special incentive of 20 million KRW each from the Office of Education.
Currently, the district is preparing a supplementary budget and plans to announce the recruitment of School Managers and sign detailed agreements with schools by the end of next month. The full-scale project will begin in the second half of this year. The agreement is effective until the end of the year and can be renewed, modified, or terminated through institutional consultations.
The signing ceremony was attended by Park Hee-young, Mayor of Yongsan-gu, Cho Hee-yeon, Superintendent of Seoul Metropolitan Office of Education, and other officials. Mayor Park Hee-young stated, “Opening school facilities is a prerequisite for expanding sports facilities in the community. As of this month, 21 out of 34 schools in Yongsan-gu open their playgrounds and other facilities to residents, and by dispatching management personnel, we expect more schools to participate in facility opening.”
In addition to the School Manager project, Yongsan-gu supports facility renovation costs for open schools through the ‘Seoul Metropolitan School Sports Facility Opening Support Project.’ This year’s support targets two schools: Seongsim Girls' High School and Yongsan Railroad High School. Furthermore, according to the ‘Yongsan-gu Ordinance on Support for School Sports Facility Usage Fees,’ the district has allocated a budget of 10 million KRW for the first time this year to partially support usage fees for resident groups and clubs that use school sports facilities for at least six months annually.
