Geumcheon-gu Operates 'Policy Real-Name System' to Enhance Policy Transparency and Accountability

Disclosure of Major Policy or Large-Scale Budget Project Progress and Names of Responsible Officials

Geumcheon-gu (Mayor Yu Seong-hoon) operates the 'Policy Real-Name System' to enhance the transparency and accountability of policies and to fulfill the residents' right to know.

The 'Policy Real-Name System' is a system that selects key management projects among major policies promoted by the district and records and manages the project details, the real names of those involved, and their opinions.

Projects subject to the Policy Real-Name System include construction or projects with a budget of 1 billion KRW or more, service projects with a budget of 50 million KRW or more, the establishment, revision, or abolition of autonomous regulations, pledge projects, mid- to long-term major district projects, and major external cooperation projects that require record preservation.

The district currently discloses information such as the background, project overview, progress details, and persons in charge for a total of 573 projects, including 62 ongoing projects and 511 completed projects.

Additionally, the district operates the 'National Application Real-Name System,' which allows residents to directly apply for projects they want to be designated as key management targets under the Policy Real-Name System.

If there is a project under the district’s jurisdiction that residents have been interested in or want to know about, anyone can apply at any time throughout the year. Applicants can download the application form from the Geumcheon-gu Office website’s 'Policy Real-Name System' section, fill it out, and submit it by mail or email, or visit the district office’s Planning and Budget Division to submit it in person.

Applications are finally selected as key management targets of the Policy Real-Name System through review and resolution by the Geumcheon-gu Policy Real-Name System Deliberation Committee, and the selected projects are disclosed on the Geumcheon-gu Office website.

The district finalized and disclosed 39 projects in 2022 and 40 projects in 2023 as key management targets under the Policy Real-Name System.
