Mapo-gu (Mayor Park Gang-su) is accelerating the establishment and operation of the foundation for the Mapo-style welfare delivery system, ‘Silppuri Welfare,’ this year.


‘Silppuri Welfare’ is Mapo-gu’s welfare vision aiming for ‘a dense welfare system that permeates the lives of all residents, from children to adults, and from socially vulnerable groups to general residents.’ It consists of the ‘Silppuri Welfare Center,’ ‘Silppuri Welfare Companion Center,’ and ‘Silppuri Welfare Fund.’


The Silppuri Welfare Center is an integrated welfare facility available to everyone, including children, adolescents, seniors, and people with disabilities.


It houses key welfare facilities tailored to the characteristics and conditions of the area in one building, such as the ‘Babysitter House’ promoted by the district, as well as the ▲Kiwoom Center ▲Kids Cafe ▲Study Cafe ▲Elders’ Meal Senior Center ▲Elders’ Boarding Senior Center ▲Anyone’s Exercise Center, serving as welfare hubs for each neighborhood.


In April, the first branch, Gongdeok Silppuri Welfare Center, equipped with ▲Anyone’s Companion House ▲Anyone’s Cultural Creation Studio ▲Elders’ Meal Senior Center ▲Fitness Center, was opened, and in May, the second branch, Changjeon Silppuri Welfare Center, consisting of ▲Elders’ Boarding Senior Center ▲Daycare Center ▲Senior Center, was inaugurated. The district aims to establish one Silppuri Welfare Center per neighborhood in the future.


Secondly, the ‘Silppuri Welfare Companion Center’ is a Mapo-style community service center that strengthens functions focused on welfare and health, moving beyond the existing universal welfare model. It was launched in all 16 neighborhoods at the end of April.


Focusing on discovering and supporting households in poverty and care crises and eliminating welfare blind spots, it includes projects such as the ‘Mapo Remind Call’ that detects and supports residents showing signs of crisis visiting the Silppuri Welfare Companion Center, public benefits, and the Care SOS project, targeting support for vulnerable groups.


Thirdly, the Silppuri Welfare Fund is a Mapo-style welfare fund led by residents. Funds raised through small donations such as ‘One Resident, One Silppuri’ and Silppuri piggy bank collections, pooled by residents’ collective efforts, will be used for projects like health guardians for elders in the respective neighborhoods and customized livelihood stabilization support projects for residents.


This year, the district plans to firmly establish the foundation of Mapo-style Silppuri Welfare through the full-scale operation of the Silppuri Welfare Centers and Companion Centers and extensive promotion of the Silppuri Welfare Fund.


Park Gang-su, Mayor of Mapo-gu, said, “The basic direction of Silppuri Welfare is that welfare should, in principle, be resolved within the neighborhood where people live.” He added, “We will do our utmost to establish the Mapo-style Silppuri Welfare system, where community service centers and residents cooperate to discover and support neighbors in need and where everyone can freely enjoy welfare services close to home.”
