Yongin City-LH Complete Coordination for Dongbaek IC New Construction Link
Reduce Number of Households and Arrange Support Facility Sites
The long-stalled development project of the former Police University site in Yongin-si, Gyeonggi-do, which had been stagnant for eight years, has finally gained momentum. Yongin City and the project implementer, Korea Land and Housing Corporation (LH), have agreed to link the development project with the establishment of Dongbaek IC, which is expected to accelerate the project.
On the 27th, Yongin City announced that it had completed consultations with LH to improve nearby traffic conditions by linking the development project of the public-supported private rental housing promotion district (Eonnam District) on the Police University site with the establishment of Dongbaek IC.
According to the city, the traffic plan for Eonnam District includes improvements to the Police University Intersection and Kkotmae Intersection. Regarding the establishment of Dongbaek IC, LH has agreed to bear 29.5% of the project cost. To alleviate congestion caused by the new Dongbaek IC, Seokseong-ro 301beon-gil, the access road, will be expanded from two lanes to three lanes, and Eondong-ro will be widened from two lanes to four lanes.
On the east side of the project site, a new 150-meter road connecting to Guseong District will be constructed, and Seokseong-ro will be further expanded by adding one lane from the end of Mabuk-ro toward Guseong Intersection. The cost of expanding the road network is estimated to be about 100 billion KRW. A city official explained, "This amount is comparable to the scale of typical metropolitan traffic improvement measures."
The development of Eonnam District is a project that LH has been promoting since 2016 to supply private housing on the 901,921㎡ site of the Police University and Legal Training Institute in Eonnam and Cheongdeok-dong, Giheung-gu, which LH relocated to the provinces. At that time, LH planned to supply 6,626 housing units on this site. However, the project was delayed due to opposition citing excessive number of units and insufficient traffic measures.
The project discussions have intensified since the launch of the 8th local government administration. After continuous consultations with LH, Yongin City decided to reduce the number of housing units by about 20%. Following the first district plan announcement earlier this month, the city and LH agreed to reduce the housing units by more than 1,200 to below 5,400 units by the time of the second district plan announcement scheduled within this year.
Regarding the land use plan, although there was no provision for support facilities land in the original plan, the first district plan announcement reflected 11% of the available land for this purpose. The city plans to secure additional support facilities land through a district plan revision by the end of this year, increasing the total available land for support facilities to 19.8%.
Additionally, the city plans to receive a donation of about 90,000㎡ of land from LH in the center of the project site to establish cultural and sports facilities for citizens.
The city holds the view that the traffic congestion issues, which residents had long been concerned about, have mostly been resolved through this agreement. Lee Sang-il, Mayor of Yongin City, said, "With the consultations with LH virtually completed, an opportunity has been created to bring change to the long-neglected Eonnam District," adding, "The former Police University site will be transformed into a place well-equipped not only for residential purposes but also with cultural, artistic, recreational sports spaces, and parks with green areas."
