Through Employee Idea Contest:
“Fair, Timely, and Impressive Customer Service”
Have you ever heard of a concert like this?
The Korea Workers’ Compensation and Welfare Service (President Park Jonggil) held an in-house idea contest program called “PM Concert (Process Modernization, Optimization of Work Procedures)” on the 22nd to drive innovation in work processes.
The event was organized to collect employee ideas and reflect them in the institution’s policies, thereby improving work efficiency and providing customers with fair, timely, and impressive services.
The Korea Workers’ Compensation and Welfare Service is the second largest quasi-governmental organization in Korea, handling a wide range of tasks including labor insurance (industrial accident and employment insurance), worker welfare services (retirement pensions, wage claims, livelihood stabilization loans, etc.), and hospital operations. However, the complex procedures within each business area have led to increased workloads for employees and delays in service for customers.

Since taking office, President Park Jonggil has launched the “PM Concert” process innovation program with the aim of overcoming the corporation’s challenges of handling a large and diverse workload with limited personnel, and boldly streamlining unnecessary procedures to provide prompt public services.
This is the second “PM Concert,” and this year, a total of 185 ideas were submitted (154 field ideas and 31 policy innovation ideas), up from 95 last year. This reflects strong employee support for the PM movement to simplify and streamline work processes.
In the judging, which was divided into field ideas and policy innovation ideas, the Gwangju Regional Headquarters’ idea of “Fair Disability Compensation Payment through Verification of Private Insurance Disability Compensation History” was selected as the best field idea. By strengthening the data linkage between private insurance disability compensation and industrial accident insurance claims, fairer and faster compensation processing is expected.
The Suncheon Branch’s idea of “Improvement of Submission System for Confirmation Documents via URL Link,” which proposed using smartphones to eliminate the inconvenience of customers having to visit the institution to submit written confirmations or statements, was selected as an excellent field idea.
In the policy innovation category, the “Zero Project for Information Disclosure Requests for Industrial Accident Insurance Benefit Verification” from the Insurance Benefit Management Bureau was selected as the best idea. By linking public MyData between the corporation and insurance companies, customers claiming private insurance benefits no longer need to obtain verification documents from the corporation; instead, insurance companies can directly verify the necessary documents with the corporation. This was evaluated as a great idea that offers convenience to customers and reduces the workload for employees.
Another excellent idea in the same category was the “Development of a Rapid Accident Investigation Model Using AI” from the Industrial Accident Compensation Bureau, which aims to develop a system that uses AI to determine the type of accident investigation required for industrial accident compensation based on past data and related agency information.
Although the number of industrial accident claims has increased by 42% compared to five years ago due to the abolition of the employer confirmation system and expanded coverage, a significant amount of time is still required for employment history verification and investigation of hazardous factors to ensure fair processing. This has led to increased workloads for employees and delays in timely service for customers, making this idea a promising solution.
On the day of the event, Park Jonggil, President of the Korea Workers’ Compensation and Welfare Service, stated, “True work innovation is about finding ways to make work easier and simpler by reflecting the real voices from the field and the opinions of policy practitioners.”
President Park added, “Through this PM Concert, I expect that customers will receive faster and more convenient services, and that our colleagues will experience easier work processes.”
