Project Gains Momentum... Green Light for Groundbreaking Within the Year
Busan Metropolitan Corporation (BMC) announced on the 21st that it has received final approval in the educational environment assessment for the 'Eco Delta City 11 and 24 Block Public Housing Project with Private Participation,' which was held by the Educational Environment Protection Committee of the Busan Metropolitan Office of Education.
The educational environment assessment system aims to ensure fairness and equality in education and to guarantee students the right to study in a healthy and pleasant environment.
According to the 'Act on the Protection of Educational Environment' established in 2016, apartment complexes with 21 floors or more or with a total floor area of 100,000 square meters or more must evaluate and improve various factors that may affect the educational environment around schools, to ensure that students' rights to learning and safety are not compromised.
In this educational environment assessment review, matters such as commuting safety, sunlight, air quality, noise, and vibration were comprehensively examined. The review included: ▲ Adjusting windows and other features of buildings adjacent to schools to prevent privacy violations ▲ Preparing measures to minimize learning rights infringement during school opening while construction is ongoing ▲ Establishing a permanent consultative body for communication with nearby schools upon their opening ▲ Ensuring safety when installing temporary soundproof panels ▲ Closely coordinating with the relevant education support office regarding completion and move-in schedules, among others.
BMC plans to submit the final educational environment assessment report, reflecting the review opinions, to the Northern Education Support Office and is committed to ensuring that students' learning rights and commuting safety are not compromised during the project period.
Eco 24 Block, adjacent to Eco 4 Elementary School, which is scheduled to open in March 2026, will begin construction within this year, promptly and safely carrying out the apartment foundation piling work that generates noise and vibration. Construction will be completed before the school opens to minimize any impact on students, and the height of the temporary soundproof wall facing the school will be set at over 10 meters to prevent noise and ensure safety.
A BMC official stated that the approval of this educational environment assessment is expected to add momentum to the progress of the Eco 11 and 24 Block public housing project, including starting construction within the year, thereby revitalizing the local construction industry.
