Seoul Metro Corporation Imposes Penalty Points on Companies Responsible for Subway Construction Site Accidents

Implementation of Deduction Review System and Safety Training Completion System
to Prevent Major Accidents Starting Next Month

Seoul Metro announced on the 21st that it will implement strengthened safety management measures for construction work by external contractors starting next month to prevent serious accidents. This is a follow-up measure in response to the carbon dioxide release incident that occurred last December at the convenience facility construction site of Bokjeong Station on Line 8.


From June this year, the company will introduce a ‘Penalty Points and Deduction Review System for Contractors Involved in Accidents’ for all external contractor works, and from July, it will implement a ‘Mandatory Safety Training Completion System’.


The company will impose penalty points on external contractors who cause damage due to safety accidents or poor construction quality, restricting their eligibility for re-bidding. In accordance with relevant laws, detailed guidelines on the integrated penalty points imposition criteria and procedures will be established, and penalty points will be applied. Deduction items such as railway accidents will be reflected in the qualification review criteria, applying to all external contractor works as well as procurement and installation projects.


Additionally, completion of safety training will be specified as a mandatory condition for contract execution. Completion of necessary courses and training hours by external contractor employees will be required for approval of project completion, and training completion information will also be utilized during contract renewal and commencement. Effective educational programs such as ‘Online Safety Training Using ChatGPT’ and ‘Hands-on Experience at Practice Sites’ will be developed to conduct both theoretical and on-site practical training concurrently.


Baek Ho, President of Seoul Metro, stated, “Through these measures, we expect to eliminate risk factors such as safety accidents that may occur during the contract fulfillment process by external contractors and prevent serious accidents. We will do our best to create a safer workplace by thoroughly supervising the site, conducting safety inspections of facilities before work, and strictly adhering to basic safety rules and procedures.”
