At the 321st extraordinary session of the Gwangju Metropolitan City Seo-gu Council, the partial amendment to the ordinance titled ‘Ordinance for Enhancing the Effectiveness of Gender-Responsive Budgeting,’ proposed by Democratic Party lawmaker Oh Miseop, was passed at the plenary session on the 14th.
The gender-responsive budgeting system has been implemented by local governments since 2013 in accordance with the ‘Local Finance Act.’ It is a system that anticipates the effects of the budget on women and men in advance, ensuring that everyone benefits equally during the budget formulation and execution processes.
The ‘Partial Amendment to the Ordinance for Enhancing the Effectiveness of Gender-Responsive Budgeting in Seo-gu’ was proposed to increase the effectiveness of the gender-responsive budgeting system by reflecting the analysis and evaluation results of gender-responsive budget and settlement reports in the preparation of the following year’s budget and settlement reports.
The main contents of this partial amendment include ▲ changing the ordinance name to ‘Ordinance for Enhancing the Effectiveness of Gender-Responsive Budgeting,’ ▲ establishing a definition for gender-responsive settlement, and ▲ adding a clause to reflect evaluation results of gender-responsive budget and settlement reports.
Lawmaker Oh stated, “Through this ordinance amendment, we have established the basis for preparing gender-responsive budget and settlement reports that reflect evaluation results,” and added, “We will continue efforts to enhance effectiveness so that the gender-responsive budgeting system can fulfill its original function of improving gender discrimination and promoting gender equality.”
Oh has been actively engaged in legislative activities for gender equality and was awarded the ‘Sustainable Politics Award for Women’ at the 1st Gwangju Gender Equality Legislative Activities Pride Competition hosted by the Gwangju-Jeonnam Women’s Organizations Federation.
