Uljugun Haetteumi, Korea's First Local Government Character Vtuber, Makes Debut

Unveiled on Ulju-gun SNS... Character Created Using 3D Modeling Technology

The representative character of Ulju County in Ulsan City, "Haetteumi," will make its debut as the nation's first 3D virtual YouTuber (VTuber) among local government characters.

On the 20th, Ulju County announced that the Haetteumi character, transformed into a VTuber, will be showcased on its official YouTube channel "UljuTV" and Instagram "Ulju_love."

A VTuber is an internet broadcaster who uses a character that expresses a person's actions or facial expressions through cameras and special equipment.

To activate the IP of its representative character Haetteumi, Ulju County has tried various approaches such as producing dolls, merchandise, and music videos, and has now become the first in the nation to launch a local government character as a 3D VTuber.

In the process of creating VTuber Haetteumi, various specialized technologies were employed to transform the existing 2D Haetteumi character into a lifelike 3D character.

Instead of simply personifying Haetteumi, the 2D Haetteumi image was converted into 3D through modeling to create a three-dimensional character, and rigging technology was used to construct a skeleton that allows the Haetteumi character to move freely.

Additionally, full-body tracking was applied, using sensors to detect the entire body so the character can perform delicate movements naturally, and facial expression technology was utilized to analyze a person's expressions in real time via webcam and reflect them on the character.

VTuber Haetteumi is set as a 4.5-billion-year-old rookie VTuber, reflecting the age of the sun, and will be used in various promotional activities for Ulju County with a cute and lively appearance.

An official from the county stated, "We will strive to make government promotions more approachable to residents through VTuber Haetteumi," and added, "We hope that Ulju County's Haetteumi will grow as a successful model of a beloved local government character IP among citizens."
