Dongdaemun-gu Requests Ministry of Land, Infrastructure and Transport to Revoke GTX-C Line Cheongnyangni Substation Ex Officio

Dongdaemun-gu, Seoul (Mayor Lee Pil-hyung) announced on the 14th that it sent an official letter to the Ministry of Land, Infrastructure and Transport on the 10th requesting the ex officio cancellation and relocation of the GTX-C line substation (including the vertical shaft) near Cheongnyangni Station.


The district requested the construction company to form a site selection committee and gather opinions from committee members and residents to reselect the substation site, applying Article 5-3 (Site Selection of Transmission and Substation Facilities) of the Power Development Promotion Act.


A district official explained that the environmental impact assessment and opinion collection procedures conducted by the GTX-C construction company and the Ministry of Land, Infrastructure and Transport took place around August to September last year, before residents of the adjacent apartment complex fully moved in, resulting in insufficient collection of residents' opinions. Furthermore, at the residents' briefing session held last month, no satisfactory explanation was provided regarding the risks and safety of the substation planned to be installed within 50 meters of an apartment complex with about 1,500 households.


Since the second half of last year, Dongdaemun-gu has repeatedly submitted its opposition to the installation of the Cheongnyangni Station substation and inspection vertical shaft to GTX-C related organizations, but these were not reflected in the detailed design.


Mayor Lee Pil-hyung stated, “We strongly oppose the installation of substations that infringe on the safety and healthy lives of our residents,” expressing a firm stance on the issues of substations and ventilation shafts for the GTX-B and C lines.


As a high-voltage substation is set to be installed within 50 meters of public daycare centers and apartment complexes such as Lotte Castle SKY-L65 near Cheongnyangni Station, residents in the area of Dongdaemun-gu are strongly opposing it. Residents have criticized the Dongdaemun-gu Office for its lukewarm response so far.


Near the site where the substation is to be installed, more than 3,000 households moved in just last year, and there are over 5,000 households within a 250-meter radius.
