Proactive Policies Across All Areas from Pregnancy to Childbirth, Parenting, and Care
Cheonan City in Chungnam Province is transferring the Population Policy Team, which oversees population policies, to the Policy Planning Division.
Mayor Park Sang-don stated at the executive meeting held on the 13th, “We welcome President Yoon’s announcement of the establishment of the Low Birthrate Response Planning Department,” and added, “Cheonan City will also actively respond to low birthrate, aging population, and population decline by transferring the Population Policy Team, which was scattered across various departments, to the Policy Planning Division to strengthen its role as a control tower for population-related policies.”
Until now, the city has implemented related policies through several departments such as the Women and Family Division, Childcare Division, Youth Officer, Job Economy Division, Apartment Housing Division, and Public Health Center to overcome low birthrate and aging population issues.
Following the government’s establishment of the Low Birthrate Response Planning Department, the city plans to strengthen the control tower role of population policy in the organizational restructuring plan scheduled for July. The Population Policy Team will be transferred to the Policy Planning Division, which plays a comprehensive planning and coordination role in city administration, to further enhance its functions.
The Population Policy Team will be responsible for establishing the Basic Population Policy Plan, comprehensive planning and coordination of population policies, development of population-related policies, population change analysis and diagnosis, building a population policy network, improving awareness and promotion in response to population crises, and more.
The Women and Family Division, which previously oversaw population policies, will establish a Work-Family Balance Team to encourage childbirth, strengthen gender equality education, improve women’s status and social participation, and support jobs for women experiencing career interruptions.
Additionally, the city plans to focus on various policies including welfare policies such as child and childcare, job creation, inflow of living population, and utilization of foreign immigration policies. To this end, the city is actively responding by delivering a petition with a total of 290,117 signatures to Chungnam Province to attract the ‘Immigration and Immigration Management Agency,’ which serves as the control tower for immigration policies.
Furthermore, to create jobs, the city is accelerating efforts to improve residential conditions by investing private and public capital to develop 15 industrial complexes by 2028.
Mayor Park Sang-don said, “The low birthrate issue is connected to all areas of life including housing, education, labor, jobs, healthcare, and welfare,” and added, “We will devise comprehensive measures that can discover effective population policies and promote them from a long-term perspective, rather than fragmented and short-term measures.”
