Creating Busan as a City Ideal for Raising and Educating Children... Promoting 'Multi-Child Education Support Points'

Families with One or More Children Born 2006-2017 (Elementary to High School Age) in Busan

Busan City is set to actively promote the ‘Busan Multi-Child Education Support Points’ project to reduce the educational expenses burden for multi-child families in collaboration with the City Office of Education.

In January, the city and the education office signed a business agreement to create a ‘Busan, a city good for raising and educating children’ and are currently promoting the Busan-type Integrated Neulbom Project.


This project is part of the Busan-type Integrated Neulbom Project and is operated with a funding ratio of 70% by the city and 30% by the education office.


Considering that various childcare support policies have been focused on the infant and toddler stages, the city has continuously reviewed support for school-age children whose educational expenses increase. In October last year, to promote a culture favoring multi-child families, the related ordinance was revised to expand the scope of Busan’s multi-child support from families with three children to those with ‘two or more children.’


The ‘Busan Multi-Child Education Support Points’ are available to any multi-child family in Busan with at least one child born between 2006 and 2017 (elementary, middle, and high school age), regardless of income or property criteria. Families with two children receive 300,000 KRW, and families with three or more children receive 500,000 KRW in education support points.


However, to qualify for the benefits as Busan citizens, applicants must have resided in Busan for at least three months. (Based on the applicant’s resident registration)


The education support points are provided as policy support funds through the Busan local currency Dongbaekjeon and can be used at Dongbaekjeon affiliated stores under the education expense category.


They can be used for purchasing learning materials and books, study spaces such as reading rooms and study cafes, tuition fees for arts and physical education academies, stationery, copying and printing fees, and even swimming pools for acquiring elementary school survival swimming skills. However, to strengthen public education and reduce private education, they cannot be used at academic academies for subjects such as Korean, English, and Math.


Additionally, to enhance convenience for multi-child families, the usage scope of points has been expanded to allow online payments at four online bookstores (Kyobo Bookstore, Youngpoong Bookstore, Yes24, and Aladin).


Applications can be made through the mobile Dongbaekjeon app from 9 a.m. on May 20 until 6 p.m. on November 29.


However, during the first week of application (May 20?24), to prevent inconvenience caused by system overload, voluntary participation based on the last digit of the applicant’s birth year is encouraged. (Monday ? 1, 6 / Tuesday ? 2, 7 / Wednesday ? 3, 8 / Thursday ? 4, 9 / Friday ? 5, 0)


If the child and the applicant are registered in the same household on the resident registration, points will be granted immediately. For separate households, points will be granted sequentially after verification through the family relation register, etc.


If mobile application is difficult due to not having a mobile phone in the applicant’s name or using a 2G phone, applications can be made by contacting the Busan Multi-Child Education Support Points dedicated call center.


Mayor Park Hyung-jun stated, “We expect that the promotion of the ‘Busan Multi-Child Education Support Points Project’ will provide practical help to families with school-age children facing increasing educational expenses,” and added, “Our city promises to continue cooperation with the City Office of Education to create a city with ZERO parental burden, ‘Busan, a city good for raising and educating children.’”


The city expects that about 130,000 multi-child families in Busan will benefit from this project.
