Gwanak-gu Launches Full-Scale Operation of Disaster Safety Countermeasures Headquarters for Wind and Flood Damage

Gwanak-gu (District Mayor Park Jun-hee) is operating the Flood and Wind Disaster Safety Countermeasures Headquarters to safely protect the lives and property of residents from flood damage caused by heavy rain and typhoons, accelerating efforts to create a "Safe Gwanak for Residents."


The district operates the Disaster Safety Countermeasures Headquarters for flood and wind disaster preparedness during the summer season from May 15 to October 15, a five-month period, and has entered an emergency duty system.


In April, the district thoroughly inspected flood-vulnerable facilities such as large construction sites, advertisements, and slope facilities, as well as major disaster prevention facilities like detention basins and rainwater pumping stations, to prevent casualties or property damage caused by typhoons and heavy rain, and completed preemptive measures to strengthen safety management.


Gwanak-gu has many low-lying areas and, due to the geographical characteristic of having Dorimcheon Stream, the risk of flood damage increases when heavy rain falls. Since 2012, structural measures such as installing new pumping stations, detention basins, and improving sewage pipelines have been steadily promoted to prevent flood damage.


To prepare for river flooding, the district has been steadily conducting a river water level reduction project by expanding the cross-sectional flow area of Byeolbitnaerincheon Stream. In the long term, the rainwater drainage tunnel project, which will quickly discharge water from Byeolbitnaerincheon Stream at Boramae Park to the Han River, is planned to be completed by 2028. Additionally, two more detention basins will be installed in Samsung-dong (37,000㎥, to be completed in 2026) and Sillim-dong (35,000㎥, to be completed in 2025).


The district will continue the "Flood Disaster Vulnerable Accompaniment Partner" program, which has been operating since last year. The "Flood Disaster Vulnerable Accompaniment Partner" is a resident collaboration group formed to prevent human damage to 321 vulnerable households in the area, including severely disabled persons and elderly residents living in semi-basement homes. They respond on-site from the flood forecast stage to ensure the safety of vulnerable residents.


This year, each vulnerable household will be matched with about four accompaniment partners, including ▲care officials ▲neighborhood leaders familiar with local conditions ▲neighboring residents living nearby.


When flood warnings or alerts are issued, care officials quickly disseminate weather information to accompaniment partners (neighborhood leaders, neighbors) through emergency contact systems such as phone calls and KakaoTalk. Upon receiving the contact, accompaniment partners immediately visit the vulnerable households to inspect flood prevention facilities such as water barriers and backflow prevention devices and assist evacuation if necessary.


Furthermore, the district conducts continuous monitoring through closed-circuit television (CCTV) in the Disaster Safety Countermeasures Situation Room to prepare for isolation accidents caused by sudden water level rises in Dorimcheon Stream during heavy rain. Real-time access is remotely blocked. At the same time, the district plans to operate a river patrol team with residents, including the local autonomous disaster prevention group, to do its best to prevent safety accidents.


Park Jun-hee, Mayor of Gwanak-gu, said, "We will continue to do our best to prevent casualties and property damage caused by flood and wind disasters through proactive response systems and active flood control administration."
