Seoul Myeonmok 3·8-dong Selected as Moa Town Target Area

Seoul City Passes 4th Moa Town Site Selection Committee
Yangjae 2-dong and Gaepo 2-dong Not Selected, Seongsan 1-dong and Mok 2-dong Pending

Myeonmok 3 and 8-dong in Jungnang-gu, Seoul, an area densely populated with aging houses, has been selected as a Moa Town target site.


On the 10th, Seoul City held the 4th Moa Town Target Site Selection Committee and announced on the 13th that it had selected one site in Myeonmok 3 and 8-dong, Jungnang-gu.


The target site has about 83% of old detached houses and multi-family houses, and many semi-basement houses (81%), making it a place in need of residential environment improvement. In addition, residents have long suffered from chronic parking shortages and poor infrastructure.

However, since there is a significant difference between the project area and the Moa Town boundary in the region, a condition was imposed that the appropriateness of the Moa Town boundary must be re-examined when establishing future management plans. The traffic network system, including securing access roads to Moa Town and the consistency of road systems between adjacent areas, must be prioritized for review.


The city plans to provide 70% of the total service cost for establishing the Moa Town management plan to the autonomous district and designate the area as a Moa Town once the management plan is completed, allowing individual Moa Housing Projects (small-scale housing maintenance projects) to be implemented.

In this Moa Town target site contest, a total of six places applied, including Myeonmok 3 and 8-dong, Yangjae 2-dong in Seocho-gu (two sites), Gaepo 2-dong in Gangnam-gu, Seongsan 1-dong in Mapo-gu, and Mok 2-dong in Yangcheon-gu. Among them, the two sites in Yangjae 2-dong and Gaepo 2-dong were not selected due to strong opposition and conflicts from residents. Seongsan 1-dong and Mok 2-dong were put on hold as the appropriateness of the Moa Town boundary and the consistency of the surrounding area need to be reviewed.


To fundamentally block speculative demand such as share splitting for the six target sites that applied in this contest, the city plans to designate and announce the Seoul City receipt date in each area as the standard date for rights calculation.

In future selections of new target sites, the city plans to prioritize excluding areas with resident conflicts or speculative demand such as sales of road shares, and select places with high resident consent and project feasibility.


Kim Jang-su, Director of Housing Supply Planning at Seoul City, emphasized, “For Moa Housing and Moa Town, the residents’ willingness to promote the project and the feasibility of the project are the most important. Areas where there is opposition to project promotion, resident conflicts, or where speculative demand is judged to have been introduced due to abnormal real estate transactions will not be promoted as Moa Town.”
