Korea Manifesto Practice Headquarters Hosts '2024 Nationwide Basic Local Government Heads Pledge Implementation Plan Evaluation' Highest Grade (SA)
Achievements in Practicing 'Field-Centered Communication Administration' to Keep Promises with Residents
Seongbuk-gu, Seoul (Mayor Lee Seung-ro) achieved the highest grade, Excellent (SA), in the '2024 2nd Year Nationwide Basic Local Government Heads Pledge Implementation and Information Disclosure Evaluation' conducted by the Korea Manifesto Practice Headquarters.
This evaluation was based on the pledge implementation plans disclosed on the websites of 226 basic local governments nationwide from December last year to March this year. It underwent an objective and fair process reflecting monitoring and analysis by a manifesto evaluation team composed of experts.
The evaluation criteria consist of five major categories: ▲ Pledge Implementation Completion (100 points) ▲ 2023 Goal Achievement (100 points) ▲ Resident Communication (100 points) ▲ Web Communication (Pass/Fail) ▲ Consistency (Pass/Fail). The evaluation is conducted through detailed indicators for each category, and the comprehensive evaluation results are classified into six grades: SA, A, B, C, D, and F. The district scored highly across all five evaluation categories, receiving the Excellent (SA) grade again this year following last year, achieving good results in pledge-related evaluations for two consecutive years since the launch of the 8th local government.
The district has focused not only on the smooth implementation of projects but also on communication with residents by holding the 8th local government pledge implementation report meeting last year, operating the pledge implementation evaluation team (resident jury), and disclosing the pledge progress status through the district website (sb.go.kr).
In particular, the pledge website was completely revamped to allow residents to more easily and accurately check the pledge implementation process from their perspective by producing an easy-to-understand pledge map along with the district’s vision, philosophy, and overall pledge status. This was evaluated as enhancing the transparency of each stage of pledge implementation and making it more accessible from the residents’ viewpoint.
Meanwhile, the district has earned the nickname of a regular visitor to the Korea Manifesto Practice Headquarters by winning the grand prize in the Manifesto Best Practice Competition in 2019 and 2020, the excellence award in 2023, and receiving the highest grade SA for two consecutive years in the pledge implementation information disclosure evaluation.
Mayor Lee Seung-ro’s major pledges for the 8th local government include 79 projects across six sectors: 13 for a sharing welfare city, 23 for a balanced development smart city, 6 for a people-centered eco-friendly city, 14 for a livelihood economy city, 18 for a cultural city of everyday leisure, and 5 for a proud autonomous city of Seongbuk. Currently, the pledge implementation rate stands at 74% based on the manifesto evaluation criteria.
Mayor Lee Seung-ro stated, “Keeping promises to residents is the most important principle and value of district administration,” and added, “During the remaining period, we will actively communicate with residents to successfully complete the 8th local government pledge projects and create a happier Seongbuk together.”
