Dobong-gu, Seoul (Mayor Oh Eon-seok) announced on the 10th that it is focusing on support policies for people with disabilities who use mobility aids, including supporting insurance enrollment for electric mobility devices. This is to promote mobility rights policies and expand social participation for people with disabilities.
As part of its policy to strengthen mobility rights for people with disabilities, the district is implementing projects such as supporting insurance enrollment for electric mobility devices, repairing mobility aids, and installing and operating fast chargers for electric mobility devices.
The insurance enrollment support project for electric mobility devices involves the district paying the insurance premiums on behalf of registered disabled persons and compensating for third-party liability (property damage and bodily injury) arising during operation by the registered disabled users.
This year, the district increased the compensation limit per accident from 20 million KRW to 50 million KRW for people with disabilities who cannot bear the economic losses caused by accidents. Conversely, the out-of-pocket expense per accident was lowered from 50,000 KRW to 30,000 KRW.
The district expects that, with these improved coverage details, people with disabilities who have been reluctant to go out due to anxiety about accidents will increase their outdoor activities. It also anticipates an increase in social participation, frequency of outings, and travel distance for people with disabilities, and plans to expand the installation of fast chargers for electric mobility devices accordingly.
As of this month, Dobong-gu has installed 28 fast chargers at 23 locations, including Dobong-gu Office, six subway stations such as Chang-dong Station, welfare centers, and hospitals. The district plans to increase installations by region based on requests from people with disabilities.
Support for repairs of mobility aids will also continue. Currently, the district provides repair services up to 300,000 KRW annually for recipients of the National Basic Livelihood Security and near-poor disabled persons using mobility aids, and up to 150,000 KRW annually for other people with disabilities.
Mayor Oh Eon-seok said, "Guaranteeing mobility rights for people with disabilities is an essential element for them to engage in social activities and live as equal members of the local community." He added, "We will do our best to create an environment where people with disabilities can live comfortably within the community and participate equally with non-disabled people."
