Eunpyeong-gu Selected as Best District for Operating Seoul Autonomous District Companion Center

Eunpyeong-gu (District Mayor Kim Mi-kyung) announced that it received the "Excellence Award" in the "Seoul Metropolitan Government 2023 Autonomous District Companion Center Operation Performance Evaluation," reaffirming its status as a leading autonomous district in welfare administration.


Seoul City reorganized the existing "Visiting Community Service Center" project into the "Companion Center" last year. After the reorganization, the evaluation focused on key priority projects such as improving the social welfare delivery system, discovering and monitoring welfare blind spots.


The evaluation was conducted on 25 autonomous districts for projects implemented over 10 months from March 1 to December 31, 2023. Scores were totaled based on the point allocation criteria for 22 indicators across 9 items in 3 fields: general management, welfare, and health. Eunpyeong-gu significantly exceeded the average score of all districts and received the Excellence Award.


In the general management field, the evaluation indicators included ▲welfare officer training ▲personnel allocation ▲self-driven performance of outstanding Companion Center projects; in the welfare field, ▲discovery of welfare blind spots ▲monitoring of welfare recipients ▲Seoul-type basic security ▲emergency welfare support ▲integrated case management and cooperation system establishment; and in the health field, ▲discovery of health-vulnerable groups ▲management of high-risk health groups ▲specialized home health care projects, all of which received high scores.


Kim Mi-kyung, Mayor of Eunpyeong-gu, stated, “We are honored to have achieved excellent results in the first year of the Companion Center’s reorganization, where various welfare policies and best practices from 25 autonomous districts competed in a fair evaluation.” She added, “We will continue to strive to build a welfare policy without socially isolated neighbors and a resident-centered welfare system that provides practical help when needed.”
