Nowon-gu Youth Participatory Budgeting Contest

Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it will promote the 'Nowon Youth Participatory Budget Contest Project,' where young people directly propose and implement projects in the district.


Nowon-gu has been implementing the youth participatory budget contest project since 2020 to guarantee young people's practical participation and rights in district administration, and it continues steadily this year as well. Last year, the district carried out intergenerational integration programs supporting the dreams of seniors, practical economic lectures for young people with weak financial knowledge, and opportunities for elementary school students to learn video production.


The current project, recruiting participants until May 19, is conducted under the theme 'Nowon, a City Where Youth Stay.' Participants can choose from six categories including ▲providing growth experiences ▲activating young small business owners and entrepreneurs ▲supporting vulnerable youth ▲revitalizing the local community ▲responding to the climate crisis ▲and a free category to propose their projects.


The budget for project proposals is up to 3 million KRW per team, excluding event-type projects, asset acquisition projects, and duplicate projects. The district plans to select about five teams, and applications are open to teams (or individuals) composed of youth aged 19 to 39. However, at least one team member must be a young person residing or active in Nowon-gu.

Proposed projects will undergo document review and be evaluated by a judging committee composed of experts based on public interest suitability, feasibility, originality, social problem-solving effectiveness, expertise, and budget validity to select the final projects.


The district will provide customized consulting to the selected teams, facilitate regular sharing of activities among teams to discuss challenges in project implementation, and offer opportunities for mutual learning. After project completion, a 'Performance Sharing Meeting' will be held to share outcomes and gather opinions on policies needed by youth.


Oh Seung-rok, Mayor of Nowon-gu, said, “The Nowon Youth Participatory Budget Contest Project, now in its fifth year, plays a significant role in expanding youth autonomy and enhancing their rights.” He added, “We hope that creative and innovative projects that youth need will be actively proposed in this contest.”
