The Fair Trade Investigation Division of the Seoul Central District Prosecutors' Office (Chief Prosecutor Yong Seong-jin) announced on the 7th that Professor Kim was arrested and indicted on bribery charges under the Act on the Aggravated Punishment of Specific Crimes.
According to the prosecution, in March 2022, after being selected as a judge for the construction project management service bid ordered by LH, Kim received a request from a specific supervision company to give a "first-place score," awarded the score as requested during the evaluation, and received 80 million won in two installments.
The prosecution stated, "Through the investigation of this case, it was confirmed that the moral hazard has reached a serious level, with the evaluation committee member responsible for selecting the supervision company for large-scale apartment construction services ordered by the public sector?directly related to the lives and safety of the people?actively demanding money by encouraging bidding companies to propose higher bribe amounts."
