Seoul Housing and Communities Corporation (SH Corporation) has requested the Ministry of Land, Infrastructure and Transport to improve related systems so that residents of public rental housing complexes can form tenant representative meetings fairly and transparently.
On the 7th, SH Corporation announced that it officially requested the Ministry of Land, Infrastructure and Transport to amend laws supporting the activation of tenant representative meetings in public rental housing complexes by sending an official letter on the 29th of last month regarding the "Partial Amendment to the Enforcement Decree of the Special Act on Private Rental Housing (Proposal)."
The tenant representative meeting is a body composed of tenant representatives from each building, which can negotiate with landlords on certain matters concerning tenants' rights and welfare, such as the establishment and amendment of management regulations and management fees. Current law mandates that tenants residing in public rental housing complexes of a certain size must form and operate tenant representative meetings to protect tenant rights. However, since specific details for electing representatives are not separately stipulated, it is difficult to actually form tenant representative meetings in public rental apartments.
Accordingly, SH Corporation requested the Ministry of Land, Infrastructure and Transport to newly establish regulations in the Enforcement Decree of the Special Act on Private Rental Housing, including ▲the composition and operation regulations of an election management committee for electing tenant representatives and ▲provisions for delegating or requesting support for election management to the election commission of the relevant district, city, or county jurisdiction. By establishing grounds for the composition and operation of the election management committee for electing tenant representatives and stipulating "election management committee operation expenses" in fees, it aims to promote the activation of tenant representative meetings. It also seeks to provide grounds to delegate or request support for elections to the election management committee formed under the Election Commission Act, enabling fair and transparent election of tenant representatives.
Kim Heon-dong, President of SH Corporation, said, "It is necessary to establish grounds to elect tenant representatives fairly and transparently and to improve related systems to activate the formation of tenant representative meetings." He added, "We will continue to propose improvements to related systems so that residents of public rental housing can protect their rights."
