Seongsu-dong 84~120m Construction Allowed... Seongdong-gu, Seongsu Semi-Industrial Area District Unit Plan (Draft) Available for Viewing

Seongdong-gu, Seoul (Mayor Jung Won-oh) will conduct a 14-day public inspection of the 'Seongsu Semi-Industrial Area District Unit Planning Zone and Plan Decision (Draft)' and the 'Seongsu Semi-Industrial Area District Unit Planning Zone Strategic Environmental Impact Assessment Report (Draft)' from the 10th to the 23rd of this month.


This district unit plan (draft), targeting the Seongsu-dong 1-ga and 2-ga area (1,583,881㎡), applies to the entire Seongsu-dong except for the four district unit planning zones previously established in Seongsu-dong, and contains content for integrated and planned management of the semi-industrial area.


About ten years ago, Seongsu-dong, which was once filled with declining factories, has now become a 'hot place' for young people. Large factory sites in the Seongsu-dong area have been transformed into knowledge industry centers and co-working spaces, attracting IT and distribution-related startups and unicorn companies.


Additionally, major projects are underway, including the luxury housing project in the Seongsu Strategic Maintenance Zone, the creation of a global future business district on the Sampyo Remicon factory site, and the development of Krafton Town on the E-mart site. Recently, a plan (draft) to expand (change) the Seongsu IT Industry and Distribution Development Promotion Zone to cover the entire Seongsu-dong semi-industrial area has been announced for public inspection.


In response, Seongdong-gu has prepared the district unit plan (draft) with the goals of establishing a hub for advanced industries, creating a cultural city, and improving the environment tailored to the region, reflecting these regional changes for integrated and planned management of the Seongsu semi-industrial area.


According to this plan (draft), after signing a rent stabilization agreement and securing recommended uses (recommended industries, worker support facilities, etc.), the floor area ratio can be further relaxed by up to 1.2 times when planning public open spaces to improve the pedestrian environment, and building heights can be relaxed up to 84?120 meters to enable large-scale development.


Furthermore, new construction or extension of red brick buildings, creation of indoor public open spaces, and introduction of cultural facilities can relax the building coverage ratio by up to 10%. The Yeonmujang-gil and parts of Ttukseom Station areas include provisions for managing franchise store uses to protect small local commercial districts.


Seongdong-gu plans to include the entire Seongsu semi-industrial area in the Seongsu IT Industry and Distribution Development Promotion Zone to foster IT, R&D, and design-related industries. If the Seongsu IT Industry and Distribution Development Promotion Zone change plan (draft) is announced, companies in recommended industries can receive an additional floor area ratio relaxation of up to 1.2 times upon moving in.


The Seongsu semi-industrial area district unit plan (draft) can be viewed from the 10th of this month on the Seongdong-gu Office website (Homepage) (Open Seongdong → Seongdong News → Notices), and books can also be inspected at the Urban Planning Division on the 11th floor of Seongdong-gu Office and at the Seongsu 1-ga 1-dong, Seongsu 1-ga 2-dong, Seongsu 2-ga 1-dong, and Seongsu 2-ga 3-dong community centers.


If there are any opinions regarding the inspection (draft), they must be submitted in writing by visiting or faxing the Urban Planning Division of Seongdong-gu Office within the inspection period.


After the public inspection of the district unit plan (draft), Seongdong-gu plans to apply for approval from Seoul City after consultation with the district urban and architectural joint committee.


Jung Won-oh, Mayor of Seongdong-gu, said, “Seongsu-dong is becoming a central area where global culture and advanced industries meet,” and added, “Through the establishment of the Seongsu semi-industrial area district unit plan, we will comprehensively analyze and improve the changing conditions of the Seongsu semi-industrial area and prepare systematic urban management measures.”
