Gumi-si Awarded 'Excellence' in Gyeongbuk-do Regulatory Reform Performance Evaluation

Rapid Promotion of Killer Regulation Improvements Hindering Corporate Investment

Active Pursuit of Regulation Improvements in Everyday Life Felt by Citizens

Gumi City received the Excellence Award in the ‘2024 (2023 Performance) Regulatory Reform Promotion Performance Evaluation for Cities and Counties’ hosted by Gyeongbuk Province.

This is the first time in four years since winning the Encouragement Award in 2020.


Over the past year, the city made more proactive efforts than ever to promote regulatory reform, with active participation from its employees.


To improve killer regulations that hinder corporate investment, the city swiftly took actions such as ▲promoting regulatory discovery across all departments ▲holding meetings with representatives of local economic organizations ▲conducting individual meetings with eight leading semiconductor companies ▲holding regulatory innovation TF meetings ▲visiting the Office for Government Policy Coordination, among others.


Additionally, to improve regulations that directly affect citizens' daily lives, the city benchmarked other local governments and referred to best practices, actively promoting measures such as ▲establishing a regulation for refunding usage fees due to operator fault when using Gumi City sports facilities ▲easing the refund criteria for Gumi Eco Land facility usage fees.


In particular, the Architecture Division’s implementation of the ‘Plan for Handling Permits for Rooftop Rain Shelter Facilities that were Illegally Proliferated,’ selected as an excellent case of shadow behavior regulatory improvement through proactive administration by the Ministry of the Interior and Safety, has spread to other local governments. Also, Suyeon Lee, a public officer from Yangpo-dong, won the Grand Prize in the Gyeongbuk Province Regulatory Improvement Idea Contest with her submission on ‘Expanding the Methods for Verifying Tenant Household Registration Proof Documents.’


Mayor Kim Jang-ho stated, “Efforts to discover and improve hidden outdated regulations to resolve inconveniences for businesses and citizens are yielding results in various ways,” and added, “We will continue to do our best to create a business-friendly environment and promote regulatory innovation that citizens can feel.”
