The Seoul Metropolitan Council failed to pass an ordinance to extend budget support for Seoul Transportation Broadcasting (TBS) by three more months. Support for TBS is scheduled to end on the 1st of next month, and if no additional special session is held this month, Seoul's support will be cut off.
On the 3rd, the Seoul Metropolitan Council did not submit the "Ordinance Amendment on the Establishment and Abolition of TBS," which would have postponed the end date of TBS support from June 1 to September 1, by three months, during the final plenary session of the 323rd special session.
Previously, in November 2022, the council passed an ordinance to abolish the ordinance concerning the establishment and operation of TBS, which was the basis for Seoul's budget support for TBS, effective January 1 of this year.
However, at the end of last year, Seoul City requested a postponement of enforcement to the council, delaying the end date once to June 1. Subsequently, on the 26th of last month, Seoul City submitted an amendment to the council to further postpone the support termination date by three months to September 1.
Seoul Mayor Oh Se-hoon sent a letter to council members on the 24th of last month, stating, "TBS has refused to change itself and has partly brought about today's difficulties," but also urged, "We must prevent a catastrophe," requesting an extension of support. Currently, for TBS support to be extended, another special session must be held within this month. However, a special session can only be convened if at least one-third of the total council members request it.
