Competition for 1st Generation New Town Reconstruction Leading Districts... Bundang Hansol 1, 2, 3 Complexes Prepare for Designation

Hansol Village Complexes 1, 2, and 3 in Bundang-gu, Seongnam-si, Gyeonggi Province are quickly preparing for designation as a lead redevelopment district in the first-generation new towns. With the government expected to announce the scale and criteria for selecting lead districts around mid-month, they have begun searching for partner companies to establish urban plans based on this.

According to the maintenance industry on the 3rd, the Hansol 1, 2, and 3 Integrated Redevelopment Promotion Preparation Committee (Reconstruction Committee) issued a competitive bidding notice on the 29th of last month to select a partner company in the urban planning field. The bid deadline is the 7th of this month, and the successful bidder must prepare a maintenance plan for the designation of the lead district and special maintenance zone by understanding the designation conditions and donation standards to be announced by the Ministry of Land, Infrastructure and Transport and Seongnam City. The submission of the lead district plan is expected between August and September. If designated as a lead district, the initial phase special maintenance zone plan will be submitted in the first half of next year. The Reconstruction Committee specified in the announcement that if the project fails due to failure to designate the lead district or indefinite postponement or cancellation of the special maintenance zone designation, the sunk costs invested will not be paid.


Earlier, the Ministry of Land, Infrastructure and Transport announced that it would disclose the scale and criteria for selecting lead districts by local governments in the first-generation new towns around mid-month. This follows the enforcement of the "Special Act on the Maintenance and Support of Aging Planned Cities," which aims to accelerate redevelopment in five first-generation new towns in Gyeonggi Province (Bundang, Ilsan, Pyeongchon, Sanbon, Jungdong) starting from the 27th of last month.


The Ministry plans to designate about 5-10% of the housing units in each new town as lead districts, expecting around 30,000 households in total. Bundang, which has more housing units than other new towns, may have about 9,700 households included in the lead district. Designation as a lead district grants eligibility to apply for special maintenance zones. If selected as a special maintenance zone, exemptions or relaxations in safety inspections, changes in land use zones, and increases in floor area ratio can be granted. These measures aim to shorten the redevelopment period as much as possible.


Currently, eight integrated redevelopment complexes in Bundang are preparing for lead district designation. Representative complexes include Hansol Village 1, 2, and 3; Seohyeon-dong pilot complexes (Hanshin, Hanyang, Woosung, Hyundai); Imae-dong complexes (Poonglim, Seonkyung, Hyosung); five complexes on Jeongja 1-ro (Imgwang Boseong, Hanla 3, Fine Ucheon, Gyeryong, Seogwang Yeongnam); and Yangji Village (Kumho 1 and 6 complexes, Cheonggu 2 complex, Hanyang 5 and 6 complexes, Kumho Hanyang 3 and 5 complexes).


Among these, Hansol Village 1, 2, and 3, with a total of 1,895 households, is relatively small in scale but has already exceeded an 80% redevelopment consent rate, which is the most important evaluation criterion for lead district designation. This is thanks to owners agreeing early on to pursue the project through a trust method. The five complexes on Jeongja 1-ro also have a high consent rate of over 80%, with the advantage of being located near subway stations. The pilot complexes, consisting of four apartment complexes with about 7,000 households, are expected to score high in terms of scale as they are pursuing integrated redevelopment.


The Ministry of Land, Infrastructure and Transport plans to designate lead districts by the end of the year. In addition to the consent rate, factors such as the number of parking spaces per household, inconvenience levels, potential for urban function improvement, and scale of integrated maintenance will be comprehensively considered. Construction is targeted to begin in 2027, with occupancy planned for 2030. While redevelopment surplus profit charges and soaring construction costs are seen as potential risks to the schedule, the plan is to support securing project feasibility through incentives such as increased floor area ratios.


Additionally, to accelerate the maintenance of aging planned cities, the Ministry has decided to incorporate the temporarily operated Urban Maintenance Planning Preparation Team into a regular organization under the Land and Urban Office. The name will be changed to the "Urban Maintenance Planning Team." Under it will be the Urban Maintenance Policy Division and the Urban Maintenance Support Division.
