To Oversee Policy Development and Promotion in the Busan-type Autonomous Police Sector

Busan City has completed the appointment of seven members, including the chairman of the '2nd Busan Metropolitan City Autonomous Police Committee,' and will hold the appointment ceremony for the 2nd Autonomous Police Committee members at 9:40 a.m. on the 3rd in the protocol room on the 7th floor of City Hall.

Since March, the city has conducted a strict verification process regarding the qualifications and disqualifications of the recommended members from various recommending organizations, confirming that there are no disqualifications.


Professor Kim Cheol-jun of the Department of Police Administration at Busan University of Foreign Studies has been appointed as the chairman of the 2nd Autonomous Police Committee.

Chairman Kim, a graduate of the 3rd class of the Korean National Police University, served as a police officer for 28 years, holding positions such as chief of Haeundae and Geumjeong Police Stations and deputy commissioner of the Busan Police Agency.


During his tenure, he gained extensive experience and expertise in overall Busan police administration, including autonomous police fields such as community safety, youth, and traffic, making him well-suited for the role of autonomous police committee chairman.


Aside from the chairman, the other six members consist of lawyer Lee Sang-jun and human rights lawyer Jeong Min-hye (recommended by the City Council), former principal of Changjin Elementary School Park Young-in (recommended by the Superintendent of Education), lawyer Kim Seon-ok (recommended by the National Police Commission), and lawyers Park Eun-hee and former Busan Police Agency Administration Division Chief Kim Seong-sik (recommended by the Committee Recommendation Committee).


Among the seven members, three are women. Compared to the inaugural committee, which had no female members, the number of female members has been significantly increased to ensure gender balance and strengthen expertise.


The 2nd committee is scheduled to officially begin activities after the appointment procedures on the 3rd and plans to hold its first meeting soon to select a standing member who will concurrently serve as the secretary-general of the Autonomous Police Committee Secretariat.


Mayor Park Hyung-jun stated, “The appointed members have been carefully reviewed and recommended by each recommending organization for their expertise and integrity, and we expect them to faithfully implement customized security policies reflecting the characteristics of our Busan.” He added, “I sincerely congratulate the launch of the 2nd Autonomous Police Committee and will do my best to manage and support it so that Busan’s autonomous police can be felt by the citizens.”
