Comprehensive Overhaul of High-Tech Zone After 50 Years... Reorganization Plan Approved by Seoul City Review

Reconstruction of Hong-eun 5 District... Supply of 614 Households

The redevelopment plan for the comprehensive overhaul of the height restriction zone has passed the Seoul city review. This is expected to accelerate the improvement of aging residential areas within the height restriction zone.


Seoul City announced on the 2nd that it held the 6th Urban Planning Committee meeting on the 1st and approved a revised proposal to change the zoning districts (height restriction zone, specialized landscape district) for the comprehensive overhaul of the height restriction zone.

In January, the city submitted the 'Height Restriction Zone Redevelopment Plan' to the 1st Urban Planning Committee and made detailed adjustments based on the results before presenting it for this review. Some opinions from residents and related organizations received during the re-notification in March were partially reflected, leading to the establishment of a relaxation plan based on the bird's-eye view criteria around Namsan, and unclear phrases were clarified through revisions.


As a result of this review, the redevelopment plan for the height restriction zone has been prepared, giving momentum to the improvement projects of aging residential areas.


The city plans to conduct a re-notification and coordinate with related departments within this month and make a final decision by next month.


Jo Nam-jun, Director of Seoul City’s Urban Space Headquarters, stated, “Through this comprehensive overhaul of the height restriction zone, we will provide sufficient urban planning support for improving aging residential environments,” adding, “It will greatly contribute to establishing a new urban planning system that will accelerate the Seoul Grand Transformation.”


Meanwhile, regarding the 'Height Restriction Zone around the National Assembly Building,' continuous consultations will be held with the National Assembly Secretariat considering the relocation status of the National Assembly. The National Assembly maintains its position that the current height restrictions (elevation 55m, 65m) must be preserved due to security and protection reasons.

At the 6th Urban Planning Committee meeting, the 'Hong Eun 5 District Reconstruction Change and Landscape Review Proposal' was also approved with modifications. Accordingly, an apartment complex consisting of 7 buildings with a total of 614 households (including 40 public rental housing units) will be constructed in the area of 277-45, Hong Eun-dong, Seodaemun-gu.


The city planned a natural skyline that harmonizes the hilly site’s surrounding mountains and buildings, considering the green axis connecting Baekryeonsan, Hongjecheon, and Ansan. Additionally, the complex level, sidewalks, and roads were improved to conform to the original terrain, ensuring safe and convenient use for pedestrians and vehicles on the previously steep roads.


Community hub facilities within the complex will be established as publicly accessible facilities (small library), and public pedestrian pathways will be linked with the urban street axis to create an open space.


Han Byung-yong, Director of Seoul City’s Housing Policy Office, said, “With this decision to change the redevelopment plan, the Hong Eun 5 Housing Reconstruction Project, which had been stagnant for a long time after the designation of the redevelopment zone, is expected to gain momentum,” adding, “We will spare no administrative support to ensure stable housing supply in the future.”
