Formation of Comprehensive Tax Collection Task Force to Launch Sector-Specific Collection Activities, Tax Collection Strategy Meeting Scheduled for April 22... Opportunity for Explanation Given to 33 High-Value, Habitual Delinquents Until September 30
Gwanak-gu (District Mayor Park Jun-hee) is carrying out various activities to secure local tax revenue, including operating a comprehensive tax collection task force.
This is to ensure the achievement of local tax revenue targets without setbacks amid anticipated difficulties in securing tax revenue due to high interest rates, rising prices, and a sluggish real estate market.
Recently, the district established the "2024 Comprehensive Tax Collection Promotion Plan" aiming to secure KRW 118.9 billion in local taxes, KRW 56.6 billion in non-tax revenue, and KRW 251.9 billion in local taxes delegated from Seoul City, which are its own financial resources.
The main contents include ▲ improving collection rates within deadlines ▲ conducting corporate tax audits to realize fair taxation and strengthening post-management of tax-exempt and reduced items ▲ reinforcing collection activities for local taxes and non-tax revenue, among other multi-faceted measures to achieve the goals.
Additionally, to create a systematic collection system by revenue sector, the district operates a comprehensive tax collection task force led by the deputy district mayor, regularly checking collection performance and exploring various measures to enhance collection accordingly.
On April 22, the district also held the "2024 First Half Tax Collection Measures Report Meeting" chaired by Mayor Park Jun-hee.
Key department officials attended to analyze last year's collection performance and this year's targets, discuss causes and issues of delinquency, and deliberate on various measures to improve this year's tax collection rate.
Through this meeting, the district decided to thoroughly organize regular assessment data and strengthen post-management of acquisition tax, property tax surcharges, exemptions, and reductions. It will also promote preventing omission through thorough tax audits, rapid claim securing of delinquent taxpayers' real estate, vehicles, and financial assets during focused delinquency clearance periods, and expand sending delinquency notices via KakaoTalk.
Meanwhile, the district selected 33 high-amount, habitual delinquent taxpayers of local taxes and local administrative sanctions and charges (▲ penalties ▲ enforcement fines ▲ burdens, etc.) as new public disclosure targets, granting them an opportunity to explain until September 30.
The list disclosure targets are newly occurring delinquents with over KRW 10 million in arrears for more than one year as of January 1 this year. Their total delinquent amount reaches KRW 1.273 billion across 555 cases.
The district plans to encourage payment by giving them a chance to explain and induce voluntary payment of delinquent taxes. Last year, KRW 164 million was collected during the explanation period.
To be excluded from the public disclosure list, delinquent taxpayers must ▲ pay more than 50% of the delinquent amount ▲ file objections or appeals regarding delinquent national or local taxes, or local administrative sanctions and charges ▲ submit documents such as collection deferral decisions under rehabilitation plan approval or installment payments according to the rehabilitation plan schedule.
The district will carefully review the explanation materials submitted by delinquent taxpayers, hold the Local Tax Deliberation Committee again in October to finalize the disclosure targets, and publicly disclose personal information such as names, business names (representative names), ages, addresses, and total delinquent amounts on the district office website on November 20.
A district official said, "Although difficulties in securing tax revenue are expected due to the ongoing economic downturn, we will focus all our capabilities on discovering omitted tax sources and improving collection rates to increase financial independence and do our best to realize fair taxation."
