Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it is practicing proactive administration throughout the district government to produce tangible results that residents can feel.

This year, the district aims to improve the overall administrative system rather than passively managing proactive administration cases as its proactive administration promotion strategy.

To this end, the district presents various participation methods in proactive administration, such as ▲strengthening the discovery of cases including key proactive administration tasks that require systematic management ▲participation of all employees in training and promotion of work performance ▲requesting pre-consulting support when project implementation is difficult, and encourages voluntary participation of employees by selecting and rewarding excellent departments and outstanding public officials who faithfully carry out these efforts with appropriate performance rewards.

First, to increase residents' perception of proactive administration achievements, the district is selecting the '2024 Key Proactive Administration Tasks.' Projects chosen as key tasks will have their implementation performance regularly managed and receive pre-consulting support during the project implementation process.

Among the nine projects managed as key proactive administration tasks last year, seven projects, including the establishment of a vision center for people with brain lesions, have been completed, and two projects, such as the improvement of the music fountain scheduled to open in May, are progressing normally.

To normalize proactive administration, all departments participate in employee training to cultivate a proactive administration mindset and are encouraged to proactively promote project achievements. Departments participating in the activation of proactive administration receive incentives at the department level, separate from special project performance.

This year, the district will evaluate the performance of proactive administration projects at the end of the year, select outstanding public officials, and provide six types of preferential personnel measures, including commendations, performance bonuses, and personnel transfers. In particular, the main person in charge of key proactive administration tasks will be given enhanced preferential treatment by allowing them to choose two of these measures. Even 'model failure cases' that do not meet the targeted outcomes but demonstrate proactiveness and creativity during the work process will be evaluated and fairly rewarded.

So far, the district has consistently made efforts to break away from habitual administration through creative attempts. Representative examples include the 'Bokji Deo Chaeum' project, which won the Seoul Metropolitan Government's Best Proactive Administration Award in 2022, and the 'KakaoTalk Delinquency Notification Service,' which received the Ministry of the Interior and Safety's Proactive Administration Ministerial Award in 2023.

'Bokji Deo Chaeum' is a project that prevents unfortunate incidents and accidents by re-examining residents who have been excluded from basic livelihood security recipients, ensuring they receive necessary welfare services when they are in immediate financial difficulty. The 'KakaoTalk Delinquency Notification Service' is recognized as an excellent case that prevents additional charges caused by unclear residence of delinquents or non-delivery of paper notices, while effectively improving the collection rate of long-term delinquencies in various ways.

Oh Seung-rok, Mayor of Nowon-gu, said, “The excellent projects that have achieved results so far were accomplished through the proactive attitude of our district public officials who changed their perspective from the residents' point of view and thought one step further,” adding, “We will spread the proactive administration mindset and systematically manage major projects so that residents can feel the changed administration.”
