Integration of Information Systems Rated 3rd Grade or Lower with Low Public Usage and Performance... Strengthening Disaster Management

The government, aiming to ease barriers between ministries and strengthen collaboration, began identifying practical cooperative projects following the personnel exchange of director-level officials between ministries on the 2nd.


The Ministry of the Interior and Safety and the Ministry of Science and ICT jointly launched the 'Strategic Collaboration Council,' co-chaired by director-level officials from both ministries, and held the first meeting at the Government Sejong Complex on the 1st. Following the personnel exchange in February, Lim Jeong-gyu, formerly of the Ministry of Science and ICT, was appointed Director of the Public Service Bureau at the Ministry of the Interior and Safety, and Hwang Gyu-cheol, formerly of the Ministry of the Interior and Safety, was appointed Director of the Software Policy Division at the Ministry of Science and ICT.

The council focuses on identifying and selecting collaborative projects in areas where cooperation is urgently needed between the two agencies, discussing implementation strategies, and monitoring progress monthly to achieve project goals. At the first meeting, plans and schedules for five collaborative projects were discussed.


First, as part of public information system innovation, information systems rated below level 3, which have low public usage and poor performance, will be integrated or consolidated. Through this, the institutional foundation for private investment-type software projects will be strengthened, and the system for calculating compensation for software projects will be improved.


Additionally, the disaster safety management system based on artificial intelligence (AI) and metaverse technologies will be reinforced. To precisely predict various disasters and accidents and respond swiftly, the development and demonstration of a region-specific customized digital disaster safety management system based on AI and metaverse will be promoted.


Super-large AI will also be introduced government-wide. Development environments and infrastructure will be established to enable each agency to quickly implement and operate the super-large AI services they require. Alongside this, consulting and pilot projects related to super-large AI will be supported to foster innovative leading services.


Support for the overseas expansion of excellent software is also planned. To this end, mutual cooperation will be established by linking the public-private joint digital export pioneering team, the Digital Government Cooperation Center, and the government-wide cooperation delegation. Furthermore, active collaboration will be pursued during project implementation to enhance the effectiveness of regional digital technology utilization promotion projects.


Going forward, the two ministries will regularly review the outcomes of collaborative projects. In addition to the projects selected this time, they plan to identify issues requiring cooperation across the entire Digital Platform Government agenda.


Hwang Gyu-cheol, Director of the Software Policy Division at the Ministry of Science and ICT, emphasized, "Collaboration with various ministries, including the Ministry of the Interior and Safety, is essential for software policies to yield results." Lim Jeong-gyu, Director of the Public Service Bureau at the Ministry of the Interior and Safety, also stated, "Cooperation between the two ministries is indispensable to realize convenient and stable digital administrative services through public information system innovation. In line with the purpose of strategic personnel exchange, we will break down barriers between ministries, communicate closely, and collaborate to achieve tangible results that the public can truly feel."
