Legislative Appeals Including Direct Dispatch and Relay Meetings
The Green Justice Party on the 25th presented ten legislative agendas for ‘conscience and responsibility’ and urged negotiation groups such as the People Power Party and the Democratic Party of Korea to respond. The party expressed its intention to do its best for legislation until the end of the 21st National Assembly session by sending a letter to Speaker Kim Jin-pyo of the Green Justice Party and all lawmakers including the floor leaders of both ruling and opposition parties.
Jang Hye-young, acting floor leader of the Green Justice Party, said at a press conference at the National Assembly on the same day, "The Green Justice Party urges all parties in the 21st National Assembly to legislate ten agendas to fulfill the conscience and responsibility of the National Assembly."
Acting floor leader Jang said, "The National Assembly must promptly convene a plenary session to pass three major bills: the Special Act on the Investigation of Sergeant Chae Sang-byeong, the Special Act on Jeonse Fraud, and the Special Act on the Itaewon Disaster." He added, "Sergeant Chae Soo-geun of the Marine Corps tragically passed away at a young age on July 19, and the legal retention period for communication records is only one year. Considering the time required for passing the special investigation act, appointing the special investigator, and starting the investigation, there is insufficient time to secure the crucial materials that will serve as a key milestone for the special investigation into the truth." He continued, "Every day the National Assembly shortens the legislative process is a golden time gained for the special investigation to approach the truth."
Regarding the Special Act on Jeonse Fraud, he pointed out, "February 24 marked the first anniversary of a victim who, suffering from jeonse fraud, left a suicide note saying, ‘The country has no proper measures, and I can no longer endure this,’ and passed away. Even now, nearly three months past one year, the country has yet to present proper measures." Regarding the Special Act on the Itaewon Disaster, he said, "The opposition’s landslide victory in the 22nd general election was a demand from many citizens to wipe away the tears of the victims and bereaved families of the Itaewon disaster."
He listed bills that should be processed in the plenary session after being handled in standing committees, including the Democratic Meritorious Service Act, the abolition of the comprehensive wage system, supplementary legislation on the Imjin River, the Public Medical School Act, and the National Pension reform bill. Additionally, he proposed bills such as the Basic Immigration Society Act and the Short-term Contract Prevention Act, which should begin discussions through public hearings even if it is difficult to pass them in the plenary session.
Acting floor leader Jang said, "The Green Justice Party will make every effort to pass the ten conscience and responsibility bills during the 34 days left in the 21st National Assembly. We will deliver letters to all 300 lawmakers’ offices, hold relay meetings to raise awareness of the necessity of the bills, and if there is no response despite these efforts, we will consider all means including sit-in protests."
