Yangsan City Supports Families with Two Children... Expands Multi-Child Criteria Application

In Yangsan City, Gyeongnam Province, families with two or more children are expected to become eligible for multi-child support.


As a measure to encourage childbirth, Yangsan City has decided to amend related ordinances to expand the support criteria for multi-child families from three or more children to two or more children.


On the 24th, Yangsan City announced that it has publicly notified the legislative amendment proposal titled ‘Ordinance Amendment on Low Birthrate Countermeasures and Childbirth Encouragement Support.’ The public notice period is 20 days, from the 18th to May 8.


Yangsan City redefined multi-child families from those raising three or more children by birth or adoption with resident registration in Yangsan to households raising two or more children by birth or adoption, with at least one child under the age of 18.


This means that families raising two or more children, with at least one child under 18, will be eligible for multi-child support. Conversely, if all children are over 18, the support benefits will be excluded.


Support for multi-child families in Yangsan City includes △ 50% discount on cultural and sports center and community convenience facility tuition and usage fees △ 100% discount on lifelong learning center usage fees △ 50% reduction at forest welfare facilities and pet support centers △ reduction of household water and sewage fees corresponding to the first-tier rate, among others.


Support for diapers for children under 24 months remains limited to families with three or more children, as before.


With the expansion of the multi-child family criteria, Yangsan City expects an annual decrease of about 1.8 billion KRW in non-tax revenue.


After the public notice period ends, Yangsan City plans to submit the ordinance amendment to the city council’s regular session in June for deliberation, and if approved, implementation will begin in the second half of the year.


In Gyeongnam Province, local governments such as Changwon, Jinju, Sacheon, Geoje, Goseong, and Sancheong have already expanded the multi-child criteria from three or more to two or more children, and this trend continues to grow.


A city official said, “Although a decrease of about 1.8 billion KRW in annual non-tax revenue is expected due to the expansion of the multi-child criteria, we have proceeded with the ordinance amendment to encourage childbirth in the region.”
