150 Billion KRW Fully Funded by Provincial Government, 50-Unit Apartment Complex Development
Move-In Target Set for First Half of Next Year, Aiming to Stabilize Housing for Youth and Newlyweds
Goheung-gun, Jeollanam-do (Governor Gong Young-min) announced on the afternoon of the 18th that it held a business agreement for the 2024 Jeonnam-type Ten-Thousand-Won Housing Project at the Seo Jae-pil Room of the Jeonnam Provincial Office.
The agreement ceremony was attended by about 20 people, including Governor Kim Young-rok, County Governor Gong Young-min, Provincial Assembly members Song Hyung-gon and Park Seon-jun, President Jang Chung-mo of Jeonnam Development Corporation, and youth representatives.

The ceremony proceeded in the order of greetings from the governor, county governor, and president of Jeonnam Development Corporation, followed by signing the agreement and commemorative photo session.
The agreement includes active cooperation regarding the roles of each party for the successful promotion of the Jeonnam-type Ten-Thousand-Won Housing Project and the fulfillment of necessary administrative procedures.
In his greeting, Governor Kim Young-rok said, “Although Jeonnam had the highest birth rate nationwide in 2023, the continuous population decline indicates that many young people are leaving Jeonnam,” and added, “I hope the Jeonnam-type Ten-Thousand-Won Housing Project will achieve early results through swift project implementation and linkage to quality services for the youth tenants.”
County Governor Gong Young-min said, “The selection for this public contest project is highly anticipated to be a catalyst not only for housing stability among young people but also for population inflow into our county,” and added, “Goheung-gun will do its best to carry out various administrative procedures necessary for site development, permits, and resolving civil complaints to ensure the project proceeds without any setbacks.”
The ‘Jeonnam-type Ten-Thousand-Won Housing’ project supports providing affordable rental housing with a monthly rent of about ten thousand won to young people and newlyweds, allowing them to reside for up to 10 years. The project will be promoted entirely with 15 billion won in provincial funds without any county expenses, and the operation and management will also be fully handled by Jeonnam Development Corporation with provincial funds.
The Jeonnam-type Ten-Thousand-Won Housing to be built in Goheung-gun will be located in the Seongchon-ri area of Goheung-eup, which is the most preferred location for young people and newlyweds due to its proximity to administrative institutions such as Goheung County Office and the registry office, as well as large marts, hospitals, pharmacies, convenience stores, restaurants, and daycare centers.
The housing will consist of a total of 50 apartment units, with an area of 84㎡ for newlyweds and 60㎡ for youth. The maximum residence period is 10 years for newlyweds and 6 years for youth.
Eligibility for residency includes youth aged 18 to 45 and newlyweds within 7 years of their marriage registration date or those with children aged 6 or younger, including unborn children.
The county plans to accelerate pre-administrative procedures such as site development in cooperation with Jeonnam Province and Jeonnam Development Corporation to ensure early construction commencement.
Meanwhile, Goheung-gun has selected the construction of 500 public rental housing units by region as a core task of the 8th local government administration and is making significant efforts to stabilize housing for youth and returning farmers and fishermen.
