The selection was conducted through the retired public officials social contribution project led by the Ministry of Personnel Management. The aim is to supplement the insufficient administrative capacity by utilizing the accumulated know-how over a long period and to provide administrative services that the public can directly experience.

A Cultural Heritage Administration official stated, "These are retired public officials with experience in national heritage-related work and abundant field knowledge," adding, "We expect that the national heritage care activities carried out across various regions will be more effective."

The specialists monitor national heritage mainly in two to three assigned regions. They provide management plans suitable for the characteristics of individual heritage to the Regional Cultural Heritage Care Centers, inspect the condition of national heritage in areas difficult to manage, and seek preventive measures. Additionally, they communicate issues that are difficult for regional care centers to handle to local governments and participate in education to enhance the expertise of care workers.

A Cultural Heritage Administration official said, "Through the solid operation of the National Heritage Care Specialists, we will support the effective management of national heritage at regional care centers nationwide and establish a stable foundation for promoting the care project based on this."
