Suwon-si Publishes Social Welfare Service Work Manual

The city of Suwon in Gyeonggi Province has published an "Easy-to-Understand Social Welfare Service Work Manual" that introduces all social welfare service tasks and major projects.


On the 19th, Suwon announced that it produced the manual in two volumes: the staff version titled "Easy-to-Understand 2024 Social Welfare Service Work Manual" and the citizen version titled "Social Welfare Service Guide That Empowers Me."


Based on 39 related guidelines for each project covering social welfare services related to Saebit Care, National Basic Livelihood Security, women, the elderly, persons with disabilities, children, and multicultural families, as well as health services related to dementia, maternal and child health, and mental health, the manual includes 174 services and the status of 333 facilities.

The manual is organized into 15 chapters, including ▲ a reliable welfare safety net ▲ establishing a foundation for vulnerable groups’ independence ▲ enhancing the treatment of national merit recipients ▲ promoting the Suwon Saebit Care Project ▲ overcoming difficulties, supporting families in crisis, and providing elderly care services ▲ offering customized welfare services for persons with disabilities.


The staff manual is distributed to city, district, and neighborhood social welfare officials and integrated case managers, while the citizen booklet is provided for education and promotion to organizations under the "Our Neighborhood Caregivers (Dong Community Security Council, etc.)."


By scanning the QR code printed on the work manual promotional materials with a smartphone, users can download the manual from the corresponding website.


A Suwon city official stated, "The social welfare service work manual will help minimize confusion among frontline social welfare workers and deliver customized welfare services to citizens quickly and accurately. We will promote welfare administration more thoroughly to increase citizens’ welfare awareness and eliminate welfare blind spots."


Suwon plans to hold "Visiting National Basic Livelihood Security Project and Other Briefings" until the end of May to provide training on manual utilization to district and neighborhood staff and members of community security councils and other organizations.
