Attendance at 'Disabled Persons Day' Event Kim Dong-yeon: "I Will Implement Provincial Administration According to the Disability Human Rights Charter"

Gyeonggi Province Governor Kim Dong-yeon attended the ‘44th Disabled Persons Day’ event held at the Gyeonggi Comprehensive Labor Welfare Center on the 18th and, after announcing the five-year plan for disability policies, promised to "practice the Disability Human Rights Charter, which prioritizes people with disabilities from the policy planning stage."


Governor Kim said on the day, "Today is the day to eliminate discrimination against people with disabilities," emphasizing the meaning of abolishing discrimination by citing Jackie Robinson, the first African American professional baseball player in the United States.


Governor Kim stated, "Jackie Robinson was not the best player in American professional baseball, but because he symbolizes the abolition of discrimination, American professional baseball commemorates April 15, the day he first played," adding, "In our society, discrimination against people with disabilities and non-disabled people, as well as discrimination against the underprivileged and those with less power, is rampant. It is meaningful to designate a week for disability care on a day when discrimination is prohibited."


He continued, "The five-year plan for people with disabilities announced today will serve as a major guideline and direction for Gyeonggi Province’s disability policies, so it is significant," and promised, "I will govern Gyeonggi Province according to the 13th and final article of the Disability Human Rights Charter."

The final article of the Disability Human Rights Charter states, "The special needs of people with disabilities must be prioritized from the planning stage of national policies, and people with disabilities and their families have the right to participate in policy decisions for welfare promotion through democratic procedures."


Gyeonggi Province has designated April 15 to 20 this year as the 360-degree Disability Care Week, during which it will hold events such as the proclamation of the five-year disability policy plan, the Disabled Persons Day ceremony, and a disability-themed theater performance inviting people with disabilities.


At the event, Gyeonggi Province announced its five-year disability policy plan by linking the central government’s 6th Comprehensive Disability Policy Plan with the 8th term of the provincial government’s policies.


The comprehensive five-year plan covers disability policies to be implemented in Gyeonggi Province from 2024 to 2028. During this period, Gyeonggi Province aims to implement practical disability policies reflecting the needs of people with disabilities, investing a total of 2.9215 trillion won in 65 policies, including support for employment for people with disabilities and payment of disability allowances.


The plan focuses on six major visions: ▲a Gyeonggi where the economic burden caused by disabilities is alleviated and income increases through self-employment ▲a Gyeonggi where education, culture, and tourism can be freely enjoyed ▲a Gyeonggi without social discrimination and inconvenience due to disabilities ▲a Gyeonggi that actively supports social participation and independence of people with disabilities ▲a Gyeonggi where people with disabilities can live healthily and safely ▲a Gyeonggi where social care is available anytime and anywhere.


In particular, an AI-generated video of the five-year plan was also screened, attracting the attention of attendees.


This video not only introduced the policies simply but also showed the changed appearance of Gyeonggi Province after the five-year plan is implemented. The event proceeded with the reading of the Disability Human Rights Charter, awarding of commendations, commemorative speeches, congratulatory speeches, announcement of Gyeonggi Province’s disability policies, celebratory performances, and commemorative photos, with members of the Gyeonggi Disabled Persons Federation and others in attendance.
