Ulsan 'High-Tech Valley General Industrial Complex Plan' Approved
Expected 3-Year Approval Period Drastically Shortened to 9 Months
Ulsan City is set to actively establish the foundation for Samsung SDI's development of new secondary batteries.
On the 18th, Ulsan City announced that it will approve the ‘Ulsan High-Tech Valley General Industrial Complex Plan (Amendment)’ to support the foundation for Samsung SDI's new secondary battery development.
This industrial complex plan (amendment) involves preparing the site and infrastructure for the construction of a new secondary battery production plant that Samsung SDI is promoting within the 3rd district of Ulsan High-Tech Valley.
Since July last year, Ulsan City has been proceeding with the industrial complex plan (amendment) process to expedite the development of Samsung SDI's new battery factory and the 3rd district general industrial complex of High-Tech Valley.
The approval for the industrial complex plan amendment requires various administrative procedures, including consultations with 27 related institutions and departments such as the Nakdong River Basin Environmental Office, the Central Land Acquisition Committee, and discussions on environment, traffic, cultural assets, parks, and green spaces.
Although it was initially expected to take about three years, rapid business promotion through a shortened period was necessary to respond to the rapidly changing domestic and international next-generation battery market.
Accordingly, Ulsan City dispatched on-site support officials and collaborated among approval departments, achieving the completion of the approval process in about nine months.
Kim Doo-gyeom, Mayor of Ulsan, stated, “We have responded to the investment of a major corporation in the region’s industrial complex by providing swift and full support for Samsung SDI’s investment in the future strategic industry of secondary batteries. By establishing a full-cycle supply chain from secondary battery material production to electric vehicle installation and post-use recycling, Ulsan will be able to leap forward as a global hub city for the electric vehicle market.”
Recently, as the three domestic battery companies accelerate the development of next-generation batteries such as all-solid-state batteries, Samsung SDI announced plans to increase its facility investment costs this year compared to last year and to mass-produce all-solid-state batteries by 2027, the fastest among the three domestic battery companies.
Following the selection of the ‘Ulsan High-Tech Valley General Industrial Complex’ as a national advanced strategic industry specialized complex for secondary batteries, Ulsan City changed the project operator of the 3rd district to Samsung SDI in July last year and signed an investment attraction agreement in January this year to support the secondary battery business, including the establishment of a cathode material factory.
Samsung SDI plans to officially start the industrial complex development in the first half of this year, including the opening of urban planning roads and the creation of infrastructure such as parks and green spaces within the 3rd district site, aiming for completion by the end of next year.
