Gyeonggi Housing and Urban Corporation (GH) and other major affiliated organizations in Gyeonggi Province will receive direct management evaluations from residents.
On the 17th, Gyeonggi Province announced that it will conduct an online evaluation of the ‘Responsibility Contract,’ where Gyeonggi residents directly assess the major project achievements of public institutions in the province last year, until May 6.
The Responsibility Contract was piloted last year by Governor Kim Dong-yeon to emphasize the responsibilities and roles of public institutions that significantly impact residents' lives.
Residents and experts will evaluate 2 to 3 responsibility goals presented by the heads of four institutions with more than 200 employees: Gyeonggi Housing and Urban Corporation, Gyeonggi Credit Guarantee Foundation, Gyeonggi Cultural Foundation, and Gyeonggi Institute of Economic Science Promotion, based on their major projects from last year.
The evaluation is divided into a written assessment conducted by the provincial government and experts, and online and offline voting involving residents.
Online voting is being held from April 16 to May 6 on the Responsibility Contract voting website (www.책임계약.kr). This new method allows residents to directly select and evaluate the public institutions that have achieved the most relatable and tangible results, as well as the various Responsibility Contract projects promoted by these institutions.
Offline voting is conducted for residents visiting the provincial government’s civil service centers and other locations.
Gyeonggi Province will award special increases in personnel quotas and Governor’s commendations to public institutions that achieve outstanding results recognized by residents through the Responsibility Contract evaluation.
The major evaluation projects by institution are as follows: For Gyeonggi Housing and Urban Corporation, securing 7,901 public housing units in new towns and 316 units of public complex development rental housing; expanding special supply for small business workers to 1.2%; promoting 200 units of senior safety housing projects; and commencing design for the creation of a world-class Gwanggyo Central Plaza blending culture and arts.
For Gyeonggi Credit Guarantee Foundation, the three areas include bond write-offs worth 66 billion KRW to provide opportunities for re-challenge through credit recovery support; 10 billion KRW in special guarantee for hopeful re-challenges; and 75 billion KRW support for refinancing funds for small business owners to revive the livelihood economy.
For Gyeonggi Cultural Foundation, the projects include discovering and supporting complex cultural spaces by region (4 cases); attracting 500 million KRW in external funding to reduce cultural enjoyment disparities; and establishing industry-academia cooperation models (5 cases) to create opportunities for art university students in the province.
For Gyeonggi Institute of Economic Science Promotion, the two areas are the establishment of a 120 billion KRW G-Fund to promote balanced development in northern Gyeonggi and activate corporate investment; and support for 26 companies to secure supply safety nets and strengthen technological independence for materials, parts, and equipment companies.
Gi Do, the public institution officer of Gyeonggi Province, stated, "The Responsibility Contract was introduced to strengthen the autonomy and accountability of public institutions. Through this evaluation, we will select and award public institutions that have achieved outstanding results that residents can feel, and furthermore, it will serve as a great catalyst to encourage public institutions to carry out projects for the residents."
