Construction of Sports Facilities and Securing Public Green Spaces through Public Contributions

Noryangjin 4 District near Jangseungbaegi Station on Line 7 will be reborn as an apartment complex with up to 35 floors and 844 households. While increasing the number of floors from 30 to 35, the number of households slightly decreased due to the addition of medium-to-large sized units.

On the 16th, Seoul City announced that the 2nd Urban Redevelopment Committee had approved a revised plan for the redevelopment promotion of Noryangjin 4 District.


Noryangjin 4 District will consist of a total of 844 households, including 149 rental housing units, in buildings ranging from 6 basement floors to 35 floors above ground. Located at 227-121 Noryangjin-dong, Dongjak-gu, Noryangjin 4 District was designated as a redevelopment promotion zone in December 2009 and received management disposition plan approval in December 2022. Relocation began in December last year. The construction company is Hyundai Engineering & Construction.


The Noryangjin 4 District association initially planned to build 860 households with exclusive areas ranging from 49 to 84 square meters. Later, considering the opinions of association members, the design was changed to add 157 households of 106 square meters. The number of households by area is ▲39㎡ 19 households ▲49㎡ 57 households ▲59㎡ 217 households ▲84㎡ 245 households ▲106㎡ 157 households. Rental housing totals 149 households (63 households of 39㎡, 63 households of 49㎡, and 23 households of 59㎡).


With this revision of the redevelopment promotion plan, the floor area ratio increased from 252.66% to 263.69%. As the floor area ratio increased, the building height was raised from 30 floors to 35 floors. Through the redevelopment project, infrastructure such as the poor roads around Noryangjin will be improved, and sports facilities needed in the area will be built as a public contribution.


The city’s Urban Redevelopment Committee arranged for neighborhood living facilities and community facilities to be placed along the newly created roads. The plan was changed to expand the width of the public pedestrian passage from 3 meters to 6 meters to allow easy access from Jangseungbaegi-ro to Songhak Grand Park.


The city excluded Zone 13, a small-scale housing maintenance management area (covering 34,555㎡) selected as a Moa Town target site, from the redevelopment promotion district to enable the Moa Town project to proceed quickly.


Han Byung-yong, Director of Seoul City’s Housing Policy Office, said, "With this decision, the redevelopment of the Noryangjin district, which has excellent location conditions, is expected to become visible. We plan to actively support the improvement of the residential environment in the aging area so that high-quality housing can be supplied quickly."
