Guro-gu Leads Employee Protection by Removing Staff Photos from Department Seating Charts Il Moon-il, Guro District Mayor

Guro-gu (Mayor Moon Heon-il) is implementing various policies to ensure that its employees can work in a "safe workplace."


To protect employees from collective complaints known as "coordinate pinpointing," which recently became a hot topic due to the death of a public official in Gimpo City, the photos of employees were removed from the seating chart posted at the department entrance, and the real names of employees on the district office website will be switched to private.


This measure was promptly accepted by Mayor Moon Heon-il of Guro-gu in response to a quick proposal from the Guro-gu Public Officials Labor Union.


In addition, cases have occurred where threats went beyond verbal abuse to include weapons, threatening both public officials and residents. To address this, reinforced glass partitions and closed-circuit televisions (CCTV) were additionally installed in the civil service departments, and body cameras and voice recorders were distributed to civil service employees to actively respond to malicious complaints.


Since last year, the civil service departments, community centers, and Guro Police Station have jointly conducted "malicious complaint response drills" to improve the ability to handle malicious complaints that may arise during the complaint response process. These drills will continue this year as well.


Furthermore, all employees are enrolled in the "Comprehensive Administrative Liability Insurance," and the "Employee Mental Health Support Project" is being promoted to create not only active work performance but also a stable working environment.


The Employee Mental Health Support Project provides psychological counseling and testing costs of up to 500,000 KRW per person for employees experiencing stress and psychological anxiety due to complaint work or social and personal issues. Employees can receive counseling at their preferred institutions rather than designated ones, so there is no need to worry about personal information exposure.


Mayor Moon Heon-il of Guro-gu said, "How can we expect employees to do their best in an unsafe workplace?" and added, "We will continue to make every effort to ensure that public officials can work in a safe environment."
