Expansion from 1 Room 6 Departments 1 Team to 3 Rooms 9 Departments
Hwaseong City in Gyeonggi Province carried out a major organizational restructuring on the 15th to respond to new administrative demands following its entry into the category of large cities with a population exceeding 1 million.
The city explained that the focus of the reorganization was ▲ strengthening organizations to fulfill promises made to citizens during the 8th elected term ▲ enhancing frontline administrative functions through the reorganization of citizen-centered branch offices ▲ preparing for changes in future society based on artificial intelligence.
Through this reorganization, the existing structure of '1 office, 6 bureaus, 1 division' will be expanded to '3 offices, 9 bureaus.' This reflects the administrative organization and rank special provisions for cities with populations over 1 million, as well as the removal of limits on the number of offices and bureaus. The city explained that this strengthens responsibility-based administration centered on office and bureau chiefs.
During the reorganization process, the Regional Development Office and Environmental Office were abolished and integrated into the main office. The temporary organization, the Transportation Business Unit, will also be expanded into the Transportation Bureau. This aims to unify policy and execution functions to improve administrative efficiency.
The Livelihood Economy and Industry Bureau and the Urban Housing Bureau have been renamed the Corporate Investment Office and Urban Policy Office, respectively, and along with the Council Secretariat, have been promoted from grade 4 to grades 3 and 4 organizations.
Five new bureaus have been established: the Finance Bureau, Agriculture and Marine Affairs Bureau, Safety and Construction Bureau, Housing Bureau, and Environment Bureau. The Autonomous Administration Bureau has been renamed the Communication Administration Bureau, the Leisure, Culture and Education Bureau is now the Culture and Education Bureau, the Citizen Welfare Bureau is now the Welfare Bureau, and the Transportation and Road Bureau is now the Transportation Bureau.
At the division level, six new divisions have been established, including the AI Strategy Division, Special City Promotion Team, Cultural Facilities Division, and Botanic Garden Promotion Team.
The total number of personnel has also slightly increased. The total number of public officials rose from 2,859 to 2,921, an increase of 62. The number of personnel in executive agencies was adjusted from 2,809 to 2,868, and the council personnel increased from 50 to 53.
Jung Myung-geun, Mayor of Hwaseong City, said, "This increase in personnel and organizational restructuring is a proactive response to administrative changes in anticipation of entering a special city status. We will establish an administrative organization befitting a special city to provide high-quality administrative services to citizens and proactively respond to the future."
