Gangbuk-gu, Preliminary Feasibility Study for Redevelopment in the Suyu-dong 486 Area

Gangbuk-gu, Seoul (Mayor Lee Soon-hee) commenced a preliminary feasibility study and urban management plan establishment service for the redevelopment of the area around 486 Suyu-dong on the 8th.


The target site for the service is approximately 66,630.52㎡ around 486 Suyu-dong. Through this service, the district plans to comprehensively review the feasibility of the project by ▲investigating and analyzing general conditions ▲reviewing the establishment of a maintenance plan ▲examining the feasibility of the maintenance project ▲conducting a resident opinion survey ▲establishing an urban management plan (draft) (if designation of the maintenance area is not possible).


The preliminary feasibility study procedure for redevelopment is intended to confirm the possibility of project promotion before designating a redevelopment maintenance area. Its purpose is to survey residents' opinions through the establishment of a rough maintenance plan (draft), business feasibility analysis, and calculation of individual estimated contributions. If the requirements such as more than two-thirds consent and less than one-fourth opposition are met during the collection of residents' opinions, the decision on whether to proceed with redevelopment will be made.


The area around 486 Suyu-dong is located within the Bukhansan height district. Due to this, the project’s feasibility was low, resulting in three failures in the Rapid Integrated Planning contests (December 2021, December 2022) and the Public Redevelopment contest (August 2022). However, in May last year, Seoul City recommended preliminary feasibility study target sites among areas that were not selected more than twice in the Rapid Integrated Planning contest due to urban regulations (Type 1 general, height district, etc.) and had high resident initiative, providing an opportunity to renovate aging residential areas.


Accordingly, the district decided to implement the preliminary feasibility study service and, through consultation with Seoul City, commenced the preliminary feasibility study and urban management plan establishment service for the redevelopment of the area around 486 Suyu-dong on the 8th. The district plans to complete the service by the first half of next year, and if the preliminary feasibility review concludes that the maintenance project is difficult to proceed, it will prepare an urban management plan (draft).


The target site around 486 Suyu-dong was originally a patchwork village and unauthorized housing area where refugees, evictees, and disaster victims relocated around the 1960s. Later, in the 1980s and 1990s, single-family and multi-family residential areas were formed. The opening of the Ui-Sinseol Light Rail in 2017 partially improved residential infrastructure, but due to regulations such as the Bukhansan highest height district, more than 80% of buildings over 20 years old remain deteriorated.


To the west of the site lies Bukhansan National Park, and to the east is Suyu 1 Park. To the northwest, a small-scale reconstruction project of Samheung apartment complex is underway. Nearby school districts include Hyehwa Girls' High School, Suyu Middle School, Hwagyje Middle School, Suyu Elementary School, and Yuhyeon Elementary School.


Lee Soon-hee, Mayor of Gangbuk-gu, said, “The area around 486 Suyu-dong has a high willingness among residents to promote projects due to the relaxation of height district regulations.” She added, “Since the residents’ will is strong, we will spare no support to quickly improve the aging residential environment.”
