Haenam-gun, Awarded 'Best' by Ministry of the Interior and Safety for Four Consecutive Times as the Nation's Top in Financial Execution

Ranked No.1 Among All Military Units Nationwide, 84.3% Executed Despite Budget Increase

Haenam-gun, Jeollanam-do, ranked first nationwide among county-level governments for the second consecutive year in the Ministry of the Interior and Safety's 2023 second half fiscal execution evaluation, achieving the 'Best' rating for the fourth consecutive time.

According to the county on the 9th, it managed a budget of 1.218 trillion KRW last year and executed 1.0313 trillion KRW, achieving an execution rate of 84.3%.

In particular, despite having the largest local fiscal scale among county-level governments nationwide, Haenam-gun also recorded the highest execution rate, establishing a working county administration and signaling smooth progress of local pending projects.

Since entering the era of a 1 trillion KRW budget in 2019, Haenam-gun has managed a budget exceeding 1 trillion KRW for six consecutive years. Despite the annually increasing budget scale, the execution rate has also risen, achieving remarkable results by winning the Ministry of the Interior and Safety's top rating four times in a row, including the 2023 second half evaluation.

Haenam-gun holds department self-inspection meetings and regular progress reporting sessions, while addressing issues through project-specific case management of underperforming projects and monitoring the progress of carryover projects, making multifaceted efforts to improve fiscal execution rates.

Additionally, for projects with significant economic ripple effects and close ties to residents' lives, the county frequently checks execution forecasts, maximizing expenditure expansion by advancing payments for various goods and construction fees and completing construction within the year.

In this fiscal execution as well, the public sector is playing a leading role in revitalizing the local economy by exceeding the second half target of 161.5 billion KRW by 70.6 billion KRW in consumption and investment sectors that practically impact the regional economy, achieving an execution rate of 144%.
