Seongdong-gu Builds 'Integrity Triangle' to Achieve 'Top Integrity Grade'

Seongdong-gu, Seoul (Mayor Jung Won-oh) announced that it has established the 2024 Anti-Corruption Integrity Seongdong Promotion Plan to eliminate corruption vulnerabilities and foster an honest organizational culture, embarking on a mission to create a corruption-free Seongdong.


Although Seongdong-gu achieved a grade 2 in last year's comprehensive integrity evaluation conducted by the Anti-Corruption and Civil Rights Commission, it is not complacent and aims to achieve a grade 1 in this year's comprehensive integrity evaluation by implementing thorough integrity policies.


In particular, it has focused on devising policies to achieve 'zero corruption' and established the 'Integrity Triangle.'


The 'Integrity Triangle' consists of ▲strengthening the anti-corruption system to prevent corruption proactively ▲activating the reporting system to respond to corruption situations ▲participatory integrity policies that lead to improving the integrity mindset of all employees.


Strengthening the anti-corruption system involves eradicating the three major focus misconducts that undermine integrity: bribery, unfair contracts, and fraudulent recruitment, and intensifying punishment for misconduct. Seongdong-gu is enhancing inspections on bribery and firmly upholding a zero-tolerance principle for corrupt officials.


Additionally, to prevent repetitive contracts with the same companies, contract statuses are transparently disclosed on the website, and a 'Total Volume System for Private Contracts' limiting the number of contracts with the same company is implemented. During recruitment interviews, the presence of audit department staff is reinforced to prevent fraudulent hiring, and special audits on recruitment are conducted across all departments to establish a fair recruitment system.


To prepare for situations where employees face corruption, activating the reporting system is also a key focus. Seongdong-gu plans to regularly send text messages with the web address (URL) of the reporting system so employees can report corruption anytime and anywhere, 24/7. The system operates anonymously to protect the identity of reporters, making it impossible to trace the computer's unique IP address.


Furthermore, employees' ability to respond to corruption is strengthened. Corruption reporting simulation training will be conducted regularly (twice a year) to ensure employees can respond skillfully, including making appropriate reports when faced with corruption situations.


Moreover, as part of participatory integrity policies, Seongdong-gu will promote the integrity sensitivity enhancement project for all employees titled ‘Seongdong-gu Embraces Integrity.’


▲ ‘Embracing Integrity in the Heart’ ? holding a high-ranking officials’ integrity pledge ceremony and drafting integrity pledges ▲ ‘Embracing Integrity in Thought’ ? sharing relay reviews of integrity books and awarding outstanding works ▲ ‘Embracing Integrity in Voice’ ? writing integrity essays and promoting outstanding works through integrity broadcasts, aiming to create a voluntary atmosphere for practicing integrity. It is expected that through reinforcing the will for integrity and sharing the value of integrity via mutual interaction, integrity sensitivity will gradually improve.


In addition, Seongdong-gu plans to implement a total of 22 detailed tasks to realize anti-corruption and integrity in Seongdong, including operating a ‘Risk Management System for Corruption-Vulnerable Areas’ that identifies corruption issues in vulnerable tasks such as permits and subsidies and establishes response measures based on the frequency and severity of corruption incidents.


On the 29th of this month, a ‘Integrity Concert’ will be held where employees and residents jointly reaffirm their commitment to practicing integrity. The event will feature lectures by professional instructors as well as performances incorporating cultural and artistic content, providing an opportunity to cultivate an integrity mindset in a more friendly atmosphere.


Jung Won-oh, Mayor of Seongdong-gu, stated, "Integrity is an obligation that public officials must uphold and must be manifested through the autonomous will of public officials." He added, "We will do our best to solidify an honest organizational culture and realize an integrity Seongdong that repays the trust of residents."
